Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metro City Hall.
The invocation was offered by Councilman Chester Hughes.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Mr. Wallace moved that the Minutes of the regular meeting of January 6, 2004 be amended to reflect that the committee report of the Rules-Confirmations-Public Elections Committee on the consent agenda was made after the adoption of all consent resolutions on the agenda, including Resolution No. RS2003-124, which motion was seconded and adopted by a voice vote of the Council. The Minutes of the meeting were adopted as amended.
- ELECTIONS AND CONFIRMATIONS -
Election of Public Administrator, Public Guardian, and Public Trustee
The President announced that an election would be held to fill the four-year
terms for the offices of Davidson County Public Administrator, Public Guardian,
and Public Trustee. Nominations previously made and recommended by the Rules-Confirmations-Public
Elections Committee were: Public Administrator – Ms. Peggy Mathes,
nominated by Councilmembers Williams and Toler; Public Guardian – Ms.
Monica D. Edwards, nominated by Councilmember Wallace; and Public Trustee – Mr.
Thomas H. Ware, nominated by attorney M. Beth Boone. Ms. McClendon moved
that the three nominees be elected by a unanimous vote, which motion was
seconded and adopted without objection.
Alarm Appeals Board
Reappointment of Ms. Eleanor Kilcrease Davis to the Alarm Appeals Board for
a term expiring November 4, 2005. In the absence of the appointee, the confirmation
was deferred.
Appointment of Mr. Kim Thompson to the Alarm Appeals Board for a term expiring November 4, 2005. The Rules-Confirmations-Public Elections Committee recommended the appointment and Ms. McClendon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Development and Housing Agency
Appointment of Mr. Melvin Black to the Metropolitan Development and Housing
Agency for a term expiring November 11, 2008. The Rules-Confirmations-Public
Elections Committee recommended the appointment and Ms. McClendon moved for
confirmation, which motion was seconded and adopted by a unanimous vote of
the Council.
Social Services Commission
Appointment of Ms. Linda Mattson to the Social Services Commission for a term
expiring April 3, 2006. The Rules-Confirmations-Public Elections Committee
recommended the appointment and Ms. McClendon moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.
- RESOLUTIONS -
A resolution requesting the Metropolitan Police Department to enforce the Metropolitan Code provisions prohibiting the collection of garbage during certain hours. The Public Safety-Beer, Wine and Whiskey Committee recommended deferment Mr. Wallace moved to defer the resolution and request that the Director of Codes Administration be present at the next committee meeting, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Metropolitan Nashville Airport Authority to examine the number and location of security cameras at the Nashville International Airport, and to install additional cameras where necessary. The Transportation and Aviation Committee recommended deferment. Ms. Wilhoite moved to defer the resolution indefinitely, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Nashville Fire Department to take the necessary steps to secure funding for and purchase a seismic measurement device to monitor blasting at rock quarries. The resolution was approved by the Public Safety-Beer, Wine and Whiskey Committee. Mr. Crafton offered Amendment No. 1 and moved for its adoption, which motion was seconded by a voice vote of the Council. A resolution establishing
a citizens’ task force to review Article II
of Chapter 2.04 of the Metropolitan Code which imposes certain standards of
ethical conduct and to make recommendations of improvements to Article II of
Chapter 2.04 of the Metropolitan Code to the Metropolitan Council. The resolution
was approved by the Rules-Confirmations-Public Elections Committee. Mr. Briley
moved to defer the resolution, which motion was seconded and adopted by a voice
vote of the Council.
RESOLUTION NO. RS2004-134
A resolution requesting the Department of Public Works and the Nashville Fire Department to store salt used for road deicing at fire halls across Davidson County and to have Public Works personnel across the County on-call near the fire halls to decrease the amount of time necessary to mobilize the salt trucks in the event of a snow or ice storm. The Public Works and Public Safety-Beer, Wine and Whiskey Committees recommended deferment. Mr. Wallace moved to defer the resolution upon the committees’ recommendation, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Metropolitan Transit Authority to display positive statements and/or symbols about Nashville, such as the Metropolitan Government Seal or Nashville children’s artwork, on bus benches for which no advertising space has been leased. The Transportation and Aviation Committee approved the resolution with an amendment. Mr. Gotto offered amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. A resolution requesting the Metropolitan Transit Authority to design and implement
a downtown “Free Ride Zone” program. The Transportation and Aviation
Committee recommended deferment. Mr. Wallace moved to defer the resolution

a voice vote of the Council.
A resolution requesting the Metropolitan Board of Public Education, Nashville Electric Service, the Metropolitan Nashville Airport Authority, and the Metropolitan Development and Housing Agency to provide the Council with information regarding the number, title, and salary of employees living outside of Davidson County.
