RESOLUTION NO. RS2004-139
A resolution
encouraging the Mayor, administrative boards and commissions, and search committees
and/or citizens advisory committees examining candidates to fill department
head vacancies to make a conscious effort to consider current employees within
the department.
WHEREAS, Section 5.03 of the Metropolitan Charter provides that the Mayor shall appoint all directors of departments of the Metropolitan Government; and
WHEREAS, the Metropolitan Charter further provides that certain administrative boards and commissions of the Metropolitan Government, such as the Planning Commission, the Board of Parks and Recreation, the Social Services Commission, the Public Library Board, the Board of Public Education, the Board of Health, and the Civil Service Commission, have the authority and responsibility to employ a director; and
WHEREAS, the Mayor and administrative boards and commissions frequently empanel a citizens advisory committee or search committee upon the vacancy of a department head position to assist in examining the candidates and to make a recommendation in filling such vacancy; and
WHEREAS, it is important that local candidates within the department in which a vacancy exists be considered to fill such department head vacancy; and
WHEREAS, giving consideration to local candidates within the department likely increases productivity among department employees because it fosters a belief in these employees that they have the chance to succeed and work upward through the ranks.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. The Metropolitan County Council hereby goes on record as encouraging the Mayor, administrative boards and commissions, and search committees and/or citizens advisory committees examining candidates to fill department head vacancies to make a conscious effort to consider current employees within the department.
Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to Mayor Bill Purcell and to the chairperson of the Planning Commission, the Board of Parks and Recreation, the Social Services Commission, the Public Library Board, the Board of Public Education, the Board of Health, and the Civil Service Commission.
Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
