Dear Vice Mayor West and Members of the Council:
With this submission, I comply with my duties under the Metropolitan Charter to submit a balanced budget for consideration by the Metropolitan Council. This budget is based on departments receiving a 5% cut with funding added back for the 3% pay plan and fringe benefits. This budget is a reflection of tightening back expenses to meet revenue expectations.
In addition to the departmental budgets being funded, there were areas that were considered mandatory to be funded and these were addressed in this budget as well. Some of the areas addressed include contractual increases for Medical Examiner, Sheriff, Health Department and Juvenile Court. Funds were added for the local subsidy for MTA, Insurance Reserves, additional recycling funds and full year funding for the courts that were established last year.
New accounts were established for the Economic and Job Development Incentive Program, the Housing Fund, Regional Transit Authority and the Millennium Celebration, as well as some funds added to the contingency account fund.
These are just some of the highlights of the FY2000 Budget. I encourage your careful examination of this budget. I, along with my staff, stand ready to assist you in the review of this document.

BILL NO. O99-1676
A bill to be entitled: The budget ordinance of The Metropolitan Government of Nashville and Davidson County, Tennessee for the fiscal year 1999-2000. The bill was approved by the Budget and Finance Committee. Mr. Fentress requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to speak on the proposed budget, and citizens were heard on the matter. The President declared the public hearing closed. Mr. Fentress moved to pass the bill on second reading and re-refer it to the Budget and Finance Committee, which motion was seconded and adopted by a voice vote of the Council.

A resolution requesting the Metropolitan Board of Public Education to reconsider its decision not to have police officers present in each middle and high school in the public education system. Mr. Lineweaver offered a substitute resolution for filing and no objection was made.

An ordinance adopting the Capital Improvements Budget and Program 1999-2000 through 2004-2005 for The Metropolitan Government of Nashville and Davidson County as the official Capital Improvements Budget and Program of the Metropolitan Government of Nashville and Davidson County for Fiscal Year 1999-2000. The Planning Commission, Budget and Finance and Planning, Zoning, Historical and Port Authority Committees approved the bill with fifteen amendments. Mr. Fentress offered Amendment Nos. 1-15 and moved for their adoption, which motion was seconded and adopted by a voice vote of the Council.
