Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Pastor Vincent Windrow of Olive Branch Baptist Church.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

Alarm Appeals Board
Reappointment of Mr. Charles Smith for a term expiring November 4, 2008. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Reappointment of Mr. Edward Stevenson for a term expiring November 4, 2008. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Public, Educational and Governmental Access Committee
Reappointment of Ms. Hazel Thomas for a term expiring November 4, 2009. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Sexually Oriented Business Licensing Board
Appointment of Mr. Alan Johnson for a term expiring October 7, 2007. Mr. Johnson will fill the unexpired term of Mr. Michael Mitchell. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Transportation Licensing Commission
Appointment of Ms. Helen S. Rogers for a term expiring October 10, 2008. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

A resolution accepting a grant from the University of Tennessee to The Metropolitan Government of Nashville and Davidson County, by and through the Human Resources Department, to provide professional development, supervisory, and management training for employees. A resolution appropriating $1,500 from the Reserve Council Infrastructure Program, Nonprofit Grants and Council Initiatives Account of the General Fund of the General Services District to Watkins Institute to provide partial funding for its program services. BILL NO. BL2006-1290

An ordinance amending Title 17 of the Metropolitan Code, Zoning Regulations, by repealing Ordinance No. BL2006-972, which made certain automobile repair, services, and sales uses permitted only within the Specific Plan (SP) district, and modified the definition of these uses and land use tables accordingly (Proposal No. 2007Z-001T). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning and Historical Committee by a voice vote of the Council.

BILL NO. BL2006-1291

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CC to SP zoning property located at 501 Church Street, at the southwest corner of Church Street and 5th Avenue North (1.23 acres), to permit the development of a 1,396,000 square foot building, including 435 residential condos, 197 hotel rooms, 17,000 square feet of restaurant and retail space, all of which is described herein (Proposal No. 2006SP-178U-09). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning and Historical Committee by a voice vote of the Council.

BILL NO. BL2006-1292

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 and CS to RM15 zoning a portion of property located at 610 Old Hickory Boulevard, approximately 290 feet east of Lena Belle Avenue (7.2 acres), all of which is described herein (Proposal No. 2006Z-179G-04). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning and Historical Committee by a voice vote of the Council.

BILL NO. BL2006-1293

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by canceling a portion of a Planned Unit Development district located at 247 Old Hickory Boulevard, along the west side of Old Hickory Boulevard, 450 feet north of Belle Forest Circle, approved for a 2,603 square foot convenience market and a 615 square foot car wash, all of which is described herein (Proposal No. 28-81-G-06). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning and Historical Committee by a voice vote of the Council.

BILL NO. BL2006-1294

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a to RM9 properties located at 7140 Carothers Road and Carothers Road (unnumbered), (87.07 acres total) all of which is described herein (Proposal No. 2006Z-185G-12). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning and Historical Committee by a voice vote of the Council.
