SUBSTITUTE ORDINANCE NO. BL2006-1125

An ordinance naming the new Head Start Center and campus in the southeast quadrant of Davidson County.

WHEREAS, on February 9, 2006, the Metropolitan Action Commission broke ground on a new Head Start Center at 445 Cotton Lane in the Antioch area; and

WHEREAS, this facility is the first newly-constructed Head Start Center in Davidson County; and

WHEREAS, this new 21,480 square-foot facility will enroll 220 children from low-income families in southeast Davidson County; and

WHEREAS, the property on which the new facility is being constructed was owned by the Phillip A. Pratt family; and

WHERAS, Mr. Phillip A. Pratt was born on October 16, 1916, in Nashville, Tennessee; and

WHEREAS, Mr. Pratt was educated in the Nashville public school system and served in the United States Army prior to beginning his work in the carpet industry; and

WHEREAS, Mr. Pratt was the owner of Jefferson Street Carpet Service up until his death after a brief illness in 1998; and

WHEREAS, in addition to his outstanding professional career, Mr. Pratt was a champion of the teaching profession; and

WHEREAS, Ms. Susan Gray (1913-1992) was a professor at Peabody College at Vanderbilt University; and

WHEREAS, the Demonstration and Research Center for Early Education, (DARCEE), which Ms. Gray directed while at Peabody College, focused on improving the educability of children from low-income families; and

WHEREAS, Ms. Gray is a national authority on the early education of disadvantaged children and is credited as being the inspiration for the founding of the Head Start Program in North America; and

WHEREAS, it is fitting and proper that the new Head Start Center campus in southeast Davidson County be named in honor of Phillip A. Pratt and that the new Head Start Center be named in honor of Susan Gray.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section1. That the new Head Start Center for the southeast quadrant of Davidson County located at 445 Cotton Lane is hereby named the "Susan Gray Head Start Center".

Section 2. That the new Head Start Center campus for the southeast quadrant of Davidson County located at 445 Cotton Lane is hereby named the "Phillip A. Pratt Campus".

Section 3. Appropriate signage shall be prominently installed on the property at 445 Cotton Lane to designate the naming of the property as the "Phillip A. Pratt Campus" and the naming of the center as the "Susan Gray Head Start Center".

Section 4. This Ordinance shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
