Metropolitan Council Meeting
Tuesday, October 17, 2006


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Deacon Jesse Tucker.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The roll was called and the following members were present during the progress of the meeting: Dozier, Neighbors, Tucker, Briley, Dread, Isabel, Hunt, Craddock, Murray, Jameson, Cole, Hart, Forkum, Ryman, Brown, Gotto, Burch, White, Greer, Wallace, Walls, Whitmore, Crafton, Evans, Summers, Shulman, Adkins, Foster, Alexander, Wilhoite, Hodge, Toler, Coleman, Duvall, Tygard and President Gentry (36); Absent: Gilmore, Loring, Hausser, Williams (4).

The Minutes of the regular meeting of October 3, 2006, were approved.

Ms. Neighbors moved that at time of adjournment the meeting be adjourned to Thursday, November 9, 2006, at
6:00 p.m., which motion was seconded and adopted by a unanimous vote of the Council.

- COMMITTEE REPORTS ON MATTERS OTHER THAN LEGISLATION -

The Rules-Confirmations-Public Elections Committee recommended deferral of the following proposed amendments to the Rules of Procedure of the Metropolitan Council:

Rule No. 8.
Amending by adding the following new paragraph:

The Metropolitan Clerk shall not permit any Member of Council to sign a resolution or ordinance that
has been previously filed without the written consent of the primary sponsor.

Rule No. 37

Amending by adding the following provision at the end thereof:

Further, a roll call vote is required on any motion for the previous question on the operating budget for the
ensuing fiscal year or on legislation comprising the Mayor's capital spending plan.

- ELECTIONS AND CONFIRMATIONS -

Health and Educational Facilities Board
The President called for nominations to fill two (2) vacancies on the Health and Educational Facilities Board of The Metropolitan Government of Nashville and Davidson County. Mr. Shulman nominated Mr. Walker Batts; Mr. Coleman nominated Dr. Melvin Lightfoot; Mr. Isabel nominated Ms. Ella Suddeth; Mr. Wallace nominated Mr. Frank Harrison; Mr. Hodge nominated Mr. Michael Kerstetter; Mr. Ryman nominated Ms. Amy Adams Gowan. There being no further nominations, the President declared nominations closed. The nominees were referred to the Rules-Confirmations-Public Elections Committee for a recommendation, and an election will be conducted at the next regular meeting of the Council.

RESOLUTION NO. RS2006-1539

A resolution accepting a grant from the State of Tennessee, Tennessee Arts Commission, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Arts Commission, for general operating support ($47,000) of the Arts Commission. The resolution was approved by the Budget and Finance Committee. RESOLUTION NO. RS2006-1541

A resolution to appropriate grant funds from the State of Tennessee to the Metropolitan Action Commission for programs to increase awareness of poverty issues and to assist low income families. The resolution was approved by the Health, Hospitals and Social Services Committee; the Budget and Finance Committee recommended deferment. Mr. Ryman moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2006-1542

A resolution accepting a grant from the Tennessee Department of Health to The Metropolitan Government of Nashville and Davidson County, by and through the Board of Health, for bioterrorism preparedness services.
