An ordinance requiring that all brochures, pamphlets, and reports published by the Metropolitan Government for distribution outside of a particular department state the number of items printed and the cost per unit of publishing the material.

WHEREAS, various departments, agencies, boards and commissions of the Metropolitan Government publish newsletters, pamphlets, and other informational items about the services they provide; and

WHEREAS, the citizens of Nashville and Davidson County are increasingly mindful of the use of taxpayer dollars, and want to ensure that the government operates in the most cost-effective and efficient manner possible; and

WHEREAS, while the information contained in these published materials is important and is often necessary to adequately inform the public and/or other government departments and agencies about services provided, such written materials are published at the expense of the taxpayers of the Metropolitan Government; and

WHEREAS, a growing trend among governmental entities is to print the cost of publication on all government-published material; and

WHEREAS, as stewards of this city's financial resources, as well as advocates for open government, the Metropolitan Council desires for all Metropolitan Government departments and agencies to print the cost of publication on each copy of published material.

BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That all departments, boards, and commissions of the Metropolitan Government shall henceforth print a statement containing the number of copies published and cost per copy on all department brochures, pamphlets, reports and other publications for distribution outside of the department publishing the material. The total cost per copy shall include the costs for materials, copying, and labor involved in preparing the publication.

Section 2. The Metropolitan Clerk is directed to send a copy of this Ordinance to each department head of the Metropolitan Government.

Section 3. This Ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Mr. President:

I move to amend Ordinance No. BL2006-1126 by deleting the phrase "for distribution outside of the department publishing the material", wherein it appears in Section 1, and substituting in lieu thereof the phrase "for which two hundred (200) or more copies are printed by an outside printing contractor or vendor for distribution outside of the department, board or commission providing the material".
