RESOLUTION NO. RS2006-1525

A resolution requesting the Director of Finance, the Director of Public Property Administration, the Director of the Department of General Services, and the Traffic and Parking Commission to provide the Metropolitan Council with certain information regarding the parking spaces under the control of the Metropolitan Government, and requesting a study to determine the feasibility of requiring a parking fee to be paid in the Fulton Complex garage once it is completed.

WHEREAS, the Metropolitan Government owns several large parking facilities available for use by the public, and also provides parking at most Metro buildings and facilities for use by employees and citizens visiting those facilities; and

WHEREAS, the Metropolitan Government also operates parking meters in various sections of the city that provide revenue for the operation of the government; and

WHEREAS, the Metropolitan Government recently completed the construction of a $35,000,000 parking garage in front of the Metro courthouse; and

WHEREAS, in August 2006, the Metropolitan Council determined to issue $318,681,482 in general obligation bonds to fund the mayor's capital spending plan, which included $12,000,000 for a Fulton Complex parking structure; and

WHEREAS, on December 20, 2005, the Council adopted Resolution No. RS2005-1095, which requested information regarding the total number of parking spaces controlled by the Metropolitan Government, the number of spaces designated for use by Metro employees and the estimated number and value of the parking spaces provided to out-of-county employees; and

WHEREAS, the Council now desires to obtain additional information regarding parking facilities under the control of the Metropolitan Government and the amount of revenue generated by these facilities.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Director of Finance, the Director of Public Property Administration, the Director of the Department of General Services, and the Traffic and Parking Commission to provide the Metropolitan Council with a report containing the following information: (1) a listing of the number of parking spaces under the control of the Metropolitan Government broken down by parking lot/facility; (2) a list of the facilities and number of parking spaces for which a fee is charged; (3) the number of parking meters under the control of the Metropolitan Government, and the total amount of annual revenue generated by these meters; (4) the total amount of annual revenue generated for all Metropolitan Government parking spaces and facilities.

Section 2. The Director of Finance, the Director of Public Property Administration, the Director of the Department of General Services, and the Traffic and Parking Commission are further requested to determine the feasibility of charging a fee for parking in the Fulton Complex garage once it is completed, and an estimate of the total annual revenue such a fee would generate.

Section 3. The Director of Finance, the Director of Public Property Administration, the Director of the Department of General Services, and the Traffic and Parking Commission are further requested to respond to the Council within sixty (60) days from the date of the adoption of this Resolution as to the feasibility of and/or action taken in compliance with the request in Section 1 hereof.

Section 4. The Metropolitan Clerk is directed to send a certified copy of this Resolution to David Manning, the Director of Finance, to Ken Maynard, the Director of Public Property Administration, to Nancy Whittemore, the Director of the Department of General Services, and to each member of the Metropolitan Traffic and Parking Commission.

Section 5. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
