Metropolitan Council Meeting
Tuesday, March 21, 2000


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Bishop Edward Kmiec of the Diocese of Nashville.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -

CATV Special Committee

Appointment of Mr. Albert Berry and Ms. Mimi Bliss to the CATV Special Committee. The Rules-Confirmations-Public Elections Committee recommended the appointments, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Emergency Communications District Board

Appointment of Ms. Joyce Quirk to the Emergency Communications District Board. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Board of Fire and Building Code Appeals

Appointment of Mr. Martin Coleman to the Board of Fire and Building Code Appeals. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

The Sports Authority

Appointment of Mr. Michael Hobbs to The Sports Authority. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Nashville and Eastern Rail Authority

The President announced that an election would be conducted to fill a one-year term on the Nashville and Eastern Rail Authority and that the name of Councilman J.B. Loring had been submitted in nomination for the position. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections Committee, having reported that the Committee had considered and found Councilman Loring to be qualified for the seat, moved for the election of Councilman Loring by acclamation, which motion was seconded and unanimously adopted.

Cheatham County Rail Authority

The nomination of Councilman Tony Derryberry to fill a two-year term on the Cheatham County Rail Authority was announced. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections Committee, reported that the Committee had considered and recommended the election of Mr. Derryberry to fill this seat. An election will be conducted by the Council at the meeting of April 4, 2000.

RESOLUTION NO. RS2000-136

A resolution requesting operators of surface parking lots to require that their attendants wear identifying clothing or uniforms. The resolution was approved by the Traffic and Parking Committee. RESOLUTION NO. RS2000-137

A resolution requesting the Governor, Davidson County Delegation to the Tennessee General Assembly, and the State Commissioner of Safety to declare a period of amnesty for payment of reinstatement fees for driver's licenses which have been revoked or suspended. Mr. Wallace offered a substitute resolution and moved that it be accepted for filing and no objection was made.

SUBSTITUTE RESOLUTION NO. RS2000-137

A resolution requesting the Tennessee General Assembly to adopt House Bill No. 2757/Senate Bill No. 2349 and to adopt legislation providing for the making of installment payments of fines and fees for reinstatement of driver’s licenses that have been suspended or revoked and/or to declare a period of amnesty for payment of reinstatement fees for driver’s licenses which have been revoked or suspended. The Budget and Finance Committee recommended deferment of the substitute resolution. A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and have adopted legislation that would increase the penalty for violating laws relating to the unlawful possession and sale of firearms. A resolution providing amendments to the Charter of The Metropolitan Government of Nashville and Davidson County, Tennessee, in accordance with Article 19, Section 19.01, and setting forth a brief description of each amendment to be placed on the ballot. The Charter Revision Committee recommended indefinite deferment of the resolution. Mr. Shulman moved to defer action indefinitely on the resolution, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2000-164

A resolution to accept the Fiscal Year 2000 recycling rebate in the amount of $136,212. The resolution was approved by the Budget and Finance and Public Works Committees.
