Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend Dee Newsom of Jackson Street Church of Christ.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Appointment of Mr. Lelan Statom to the Agricultural Extension Board for a term expiring August 1, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Charitable Solicitations Board
Reappointment of Ms. Shelby Tabeling to the Charitable Solicitations Board for a term expiring October 9, 2001. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Transportation Licensing Commission
Appointment of Ms. Holly Conner to the Transportation Licensing Commission for a term expiring October 10, 2002. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Health and Educational Facilities Board
The President called for nominations to fill two six-year terms on the Health and Educational Facilities Board of The Metropolitan Government of Nashville and Davidson County. Mr. Wallace nominated Frank Harrison; Mr. Waters nominated Harvey "Mac" McDonald; and Mr. Derryberry nominated Dr. Dante Roa. Upon motion duly seconded and adopted, nominations ceased and the candidates were referred to the Rules-Confirmations-Public Elections Committee for a recommendation. An election will be conducted at the next regular meeting of the Council to fill the seats.
Without objection, the following resolutions were taken for consideration at this time.
A resolution setting a public hearing on the acceptance of a local law enforcement block grant. The resolution was approved by the Public Safety-Beer, Wine and Whiskey Committee. A resolution authorizing the Mayor to submit an application for a law enforcement block

Committees. Ms. Hand moved to adopt the resolution, which motion was seconded and adopted

- BILL ON PUBLIC HEARING -
An ordinance approving the acceptance of a law enforcement block grant from the U. S.
Department of Justice to The Metropolitan Government of Nashville and Davidson County,
acting through the Metropolitan Department of Police for the benefit the Department of
Police, the Office of the District Attorney General, the Sheriff's Office, Metropolitan
Public Schools, Drug Court, Juvenile Court, Public Defender, and the Justice Information
Systems and approving matching funds therefore. The bill was approved by the Budget and
Finance, Public Safety-Beer, Wine and Whiskey and Education Committees. Ms. Hand requested
a hearing from the public on this bill which had been previously advertised. The President
asked if anyone desired to be heard for or against the bill, and no one came forward to be
heard. The President declared the public hearing closed. Ms. Hand moved to pass the bill
on second reading, which motion was seconded and adopted by a voice vote of the Council.
- RESOLUTIONS-
A resolution requesting the Metropolitan Chief of Police to expeditiously resolve complaints against the Police Officers. The Public Safety-Beer, Wine and Whiskey Committee recommended indefinite deferment. Mr. Hart moved to defer action indefinitely on the resolution, which motion was seconded and adopted by a voice vote of the Council.
A resolution approving an amendment to a lease between the Metropolitan Government and the Nashville Zoo for a parcel of property commonly known as Grassmere. The bill was approved by the Planning Commission and approved by Budget and Finance; Parks, Library, Recreation and Auditorium; Education; and Planning, Zoning and Historical Committees with an amendment. Ms. Arriola offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Hillis, and Tony E. Isenberg, c/o Roy J. Dunaway, in the amount of $7,000.00, and directing that this amount be deposited into the Self-Insured Liability Account. Mr. Ferrell moved to withdraw the bill at the request of the Department of Law, which motion which motion was seconded and adopted without objection.
