Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Brother Robert Gardenhire of Schrader Lane Church of Christ.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Metropolitan Action Commission
Reappointment of Ms. May Dean Eberling to the Metropolitan Action Commission for a term expiring February 2, 2003. In the absence of the appointee, Mr. Ferrell moved to defer action on the confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Charitable Solicitations Board
Appointment of Rev. Curtis Goodwin to the Charitable Solicitations Board for a term expiring October 9, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Mr. James Weinberg to the Charitable Solicitations Board for a term expiring October 9, 2003. In the absence of the appointee, Mr. Ferrell moved to defer action on the confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Community Corrections Advisory Board
Appointment of Mr. Don Harris to the Community Corrections Advisory Board for a term expiring August 31, 2002. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Ms. Ann Nielson to the Historic Zoning Commission for a term expiring June 1, 2005. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Ferrell moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Health and
Educational Facilities Board
The President called for an election to fill two six-year terms on The Health and Educational Facilities Board of The Metropolitan Government of Nashville and Davidson County. Nominations previously made were: Messrs. Frank Harrison, Harvey W. (Mac) McDonald, and Dr. Dante Roa. Mr. Ferrell, Chairman of the Rules-Confirmations-Public Elections Committee reported that Dr. Dante Roa had withdrawn his name from consideration and that the Committee had considered Messrs. Harrison and McDonald and found them qualified to serve. Mr. Ferrell moved to elect Messrs. Harrison and McDonald by acclamation, which motion was seconded and adopted by a unanimous vote of the Council. The President announced that Messrs. Frank Harrison and Harvey W. (Mac) McDonald had been elected to six-year terms on The Health and Educational Facilities Board of The Metropolitan Government of Nashville and Davidson County for six-year terms expiring September 30, 2006.
Without objection the rules were suspended for consideration of a late resolution.
A resolution electing Mr. Frank Harrison and Mr. Harvey W. (Mac) McDonald to the Board of Directors of the Health and Educational Facilities Board of the Metropolitan Government of Nashville and Davidson County, Tennessee. The resolution was approved by the Rules-Confirmations-Public Elections Committee. Mr. Ferrell moved to adopt the resolution, which motion was seconded and adopted by the following vote: "Ayes" Ferrell, Waters, Briley, Gentry, Tucker, Gilmore, Black, Nollner, Majors, Hall, Beehan, Campbell, Hart, Dillard, Balthrop, Brown, Ponder, Derryberry, Stanley, Loring, McClendon, Hausser, Wallace, Haddox, Whitmore, Bogen, Summers, Shulman, Arriola, Sontany, Alexander, Kerstetter, Knoch, Jenkins, Turner, Williams, Lineweaver (37); "Noes" (0).
Mr. Ferrell reported that the Councilman Wallace's proposed rule changes had been deferred and the Rules-Confirmations-Public Elections Committee will consider them at the next Rules-Confirmations-Public Elections Committee meeting.
- RESOLUTIONS-
A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and adopt legislation that would permit persons convicted of felonies, except murder, rape, treason or voter fraud, to have their full rights of citizenship and right to suffrage restored automatically upon completing service of any sentence imposed. The Rules-Confirmations-Public Elections and Public Safety-Beer, Wine and Whiskey Committees recommended deferment of the resolution. Mr. Wallace moved to defer action on the resolution, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Metropolitan Planning Commission, the Metropolitan Codes Administration Department, the Division of Affordable Housing, and the Metropolitan Development and Housing Agency to inventory all vacant and/or condemned properties located within the 19th Councilmanic District and to make a recommendation to the Metropolitan Council as to what action should take place for each of these subject properties. The resolution was approved by the Personnel-Public Information-Human Relations-Housing and Planning, Zoning and Historical Committees; the Codes, Fair and Farmers Market Committee recommended deferment. Mr. Wallace requested a suspension of the rules to override the committee's recommendation for deferment, which motion was seconded and adopted by a voice vote of the Council. A resolution appropriating $250,000 from the reserve account for affordable housing in the General Fund of the General Services District to the Affordable Housing account in the General Fund of the General Services District for the purpose of funding the Homeownership Preservation Effort (HoPE) program for fiscal year 2000-2001.
