Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Rev. Jim Robinson of City Road Chapel of the United Methodist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Dear Vice Mayor Steine and Council Members:
In accordance with Article 6.13 of the Metropolitan Charter, I am transmitting for your consideration and action the Capital Improvements Budget and Program for the forthcoming six fiscal years.
The Capital Improvements Budget and Program represents the efforts of each department and agency of Metropolitan Government. The administrators in these departments have identified various projects and capital improvements which they believe are important to the well being of the citizens of Nashville. The program was coordinated by the Metropolitan Planning Commission and transmitted to my office after the Commission adopted it on March 30, 2000.
This year the Planning Commission submitted its recommendations including projects that, 1) met a health or safety need, or 2) addressed preserving or maintaining Metros current assets, or 3) met a need identified in or helped implement one of various adopted functional and /or subarea plans, or 4) had a high departmental priority. The result is a comprehensive presentation designed to address the broad array of potential projects for Metro in the coming years.

- ELECTIONS AND CONFIRMATIONS -
Metropolitan Nashville Airport Authority
Appointment of Ms. Ann Butterworth to the Metropolitan Nashville Airport Authority. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Mr. Theodore Lewis to the Board of Equalization. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Mr. Bill Strasser to the Board of Fair Commissioners. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Drs. Henrietta McCallister, Bill Sherman and Jayme C. Williams to the Human Relations Commission. The Rules-Confirmations-Public Elections Committee recommended the reappointments, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Ms. Luvenia Harrison Butler and the appointment of Ms. Dot Dobbins to the Social Services Commission. The Rules-Confirmations-Public Elections Committee recommended the appointments, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Municipal Solid Waste Region Board
Appointment of Dr. Ruth Neff and Mr. Daniel Lane to the Municipal Solid Waste Region Board. The Rules-Confirmations-Public Elections Committee recommended the appointments, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Mr. Waters, Chairman of the Rules-Confirmations-Public Elections Committee, reported that the Committee had interviewed Mr. Vic Varallo, nominee for the vacancy on the Board of Public Education from the 4th School District, and certified his candidacy. An election will be conducted by the Council to fill the vacancy at the regular meeting on June 20, 2000.
- BILL ON PUBLIC HEARING -
An ordinance adopting the Capital Improvements Budget and Program 2000-2001 through 2005-2006 for The Metropolitan Government of Nashville and Davidson County as the official Capital Improvements Budget and Program of the Metropolitan Government of Nashville and Davidson County for Fiscal Year 2000-2001. The bill was approved by the Planning Commission and Budget and Finance Committee. Ms. Beehan requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and no one came forward to be heard. The President declared the public hearing closed. Ms. Beehan moved to pass the bill on second reading and re-refer it to the Budget and Finance and Planning, Zoning and Historical Committees, which motion was seconded and adopted by a voice vote of the Council.
Mr. Waters, Chairman of the Rules-Confirmations-Public Elections Committee, moved that at the time of adjournment of this meeting the Council adjourn to Tuesday, June 13, 2000 at 7:00 p.m. for the purpose of considering the adoption of Bill No. BL2000-289 (the Capital Improvements Budget) and such other matters which may be appropriate, to be determined by the Vice Mayor. The motion was seconded and unanimously adopted.
- RESOLUTIONS-
A resolution requesting the Tennessee General Assembly to adopt necessary measures to permit a constitutional referendum on a state lottery to provide funds for education. The Budget and Finance Committee recommended indefinite deferment of the resolution. Mr. Hart moved to defer action indefinitely on the resolution, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Metropolitan Board of Public Education to appropriately recognize Mr. Jimmy Edwards, former principal of Donelson High School, at the Donelson Middle School campus. The resolution was approved by the Education Committee. A resolution appropriating $12,000 from the Contingency Account of the General Fund of the General Services District to Red Caboose Playground, Inc., to provide partial funding for the construction of the amphitheater at the Red Caboose Park. The resolution was disapproved by the Budget and Finance Committee; the Parks, Library, Recreation and Auditorium Committee recommended indefinite deferment. Mr. Lineweaver moved to defer action indefinitely, which motion was seconded and adopted by a voice vote of the Council.
A resolution approving a grant from the State of Tennessee, Tennessee Arts Commission to The Metropolitan Government of Nashville and Davidson County, acting through the Metropolitan Arts Commission to partially underwrite the registration fees for staff to attend the Americans for the Arts Convention. The bill was approved by the Budget and Finance Committee. A resolution approving Amendment One to the agreement between the Metropolitan Government and Averitt Properties, Inc. concerning relocation of salt storage facilities. An ordinance establishing the tax levy in the General Services District for the fiscal year 2000 2001, and declaring the amount required for the annual operating budget of the Urban Services District, pursuant to Section 6.07 of the Metropolitan Charter. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.
An ordinance amending the Metropolitan Code of Laws, Title 3, Chapter 64, by transferring the Employee Assistance Program from the Metropolitan Health Department to the Metropolitan Human Resources Department, transferring the responsibilities of the Chief Medical Director of the Metropolitan Health Department related thereto to the Director of the Department of Human Resources and transferring the responsibilities of the Board of Health related thereto to the Civil Service Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance, Health, Hospitals and Social Services and Personnel-Public Information-Human Relations-Housing Committees by a voice vote of the Council.

An ordinance authorizing the donation of certain land to the YWCA of Nashville from The Metropolitan Government of Nashville and Davidson County, Tennessee. An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for the Metropolitan Government of Nashville and Davidson County, by closing Lawrence Avenue from Pierce Road to the western property line of Parcel 88 on Tax Map 43-1, all of which is more particularly described herein.
