Metropolitan Council Meeting

Tuesday, June 1, 1999


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilmember Charles Fentress.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

Mayor Phil Bredesen addressed the Metropolitan Council on the economic impact of the location of Dell Computer Corporation in Nashville, based on an analysis by The Business and Economic Research Center of Middle Tennessee State University.

The Minutes of the regular meeting of May 18, 1999 were approved.

- BILL ON PUBLIC HEARING –

BILL NO. O99-1675

An ordinance adopting the Capital Improvements Budget and Program 1999-2000 through 2004-2005 for The Metropolitan Government of Nashville and Davidson County as the official Capital Improvements Budget and Program of the Metropolitan Government of Nashville and Davidson County for Fiscal Year 1999-2000. The bill was approved by the Planning Commission. Mr. Fentress requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, citizens were heard in favor of passage of the bill. The President declared the public hearing closed. Mr. Fentress moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.

- RESOLUTIONS-

RESOLUTION NO. R99-1454

A resolution requesting the Fair Board to remove the parking charge imposed for the Flea Market at the Tennessee State Fairgrounds. The resolution was disapproved by the Rules-Confirmations-Public Elections-Aviation Committee. Mr. Campbell moved to defer action on the resolution to the first meeting in August, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. R99-1508

A resolution requesting annual reports from Metro Government departments about the number of employees who speak languages other than English and about the percentage of department employees who have completed diversity training program offered by the Metro Personnel Department. The Rules-Confirmations-Public Elections-Aviation Committee recommended indefinite deferment of the resolution. Mr. Ferrell moved to defer action indefinitely on the resolution, inasmuch as the request may be fulfilled without legislative action, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. R99-1548

A resolution authorizing the Metropolitan Board of Zoning Appeals to consider the criminal background of applicants for childcare centers permitted as a conditional use. Mr. French offered a substitute resolution and moved that it accepted for filing and no objection was made.

SUBSTITUTE RESOLUTION NO. SR99-1548

A resolution authorizing the Metropolitan Board of Zoning Appeals to consider the criminal background of applicants for all child care centers and all day care homes permitted as a special exception. The substitute resolution was approved by the Codes, Fair and Farmers Market Committee. RESOLUTION NO. R99-1563

A resolution requesting Metro Water Services to repair the pumping station and clean drainage ditches that have been contaminated on Hidden Acres Drive. Mr. Dillard requested permission to withdraw the resolution, which permission was granted by the unanimous vote of the Council.

A resolution approving fiscal year 1999-2000 Central Business Improvement District Budget. The resolution was approved by the Budget and Finance and Planning, Zoning, Historical and Port Authority Committees. A resolution authorizing the Metropolitan Mayor to execute the necessary papers on behalf of The Metropolitan Government of Nashville and Davidson County, Tennessee to apply for and secure a State of Tennessee waterworks construction loan for the Cane Ridge and Joelton water system improvement projects, and the water infrastructure rehabilitation program. The resolution was approved by the Budget and Finance and Public Works Committees. The President announced that, due to the large number of zoning bills scheduled for the next public hearing and out of consideration for members of the public who may wish to be heard at that time, the Council should give consideration to holding two public hearing meetings in July.
