The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Pastor Shane England of Resonate Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Please find attached the State of Tennessee reporting forms required to be submitted to the local legislative body following the sale of bonds previously authorized by the Metropolitan Council. These reports are for the sale of $347,235,000 of General Obligation Improvement Bonds, Series 2015C which closed on July 30, 2015. The true interest cost on the bonds is 3.17%.
As always, we appreciate the Metropolitan Council’s support on these important financing initiatives.

SUBSTITUTE BILL NO. BL2015-1207
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R15 to SP zoning for properties located at 7037 Highway 70 S and Highway 70 S (unnumbered), east of Old Hickory Boulevard (3.17 acres), to permit a commercial/office development, all of which is described herein (Proposal No. 2015SP-043-001). The bill was approved by the Planning Commission with conditions, disapproved without.

Mr. Hagar moved to suspend the rules to allow the bill to be heard and objections were made. Mr. Hagar moved to withdraw the bill, which motion was seconded and adopted by a voice vote of the Council.
An ordinance to add Section 17.12.120 of Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of the Metropolitan Government of Nashville and Davidson County, to permit the transfer of development rights from historic properties in Metropolitan Nashville as "sending" sites to designated "receiving" sites, which is more particularly described herein (Proposal No 2015Z-015TX-001). An ordinance amending Section 7.08.090 of the Metropolitan Code to provide a mechanism for retail establishments to obtain an exemption from the minimum distance requirements for obtaining a beer permit upon approval of the Metropolitan Council by resolution, to remove the requirement that a restaurant possess a license issued by the state alcoholic beverage commission for sale and consumption of wine or other alcoholic beverages on the premises in order to obtain an exemption to the minimum distance requirements, and to add a requirement that a sign be posted advertising the public hearing.
