The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Councilman Tim Garrett.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Electric Power Board
Reappointment of Mr. Robert “Bo” Campbell for a term expiring July 1, 2020. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Employee Benefit Board
Reappointment of Dr. Christine Bradley for a term expiring June 30, 2018. At the request of the appointee, the confirmation was deferred.
Nashville Education, Community and Arts Television Corp. (NECAT)
Appointment of Mr. Robert V. Spann for a term expiring February 5, 2018. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Tourism and Convention Center Commission
Reappointment of Mr. Fletcher Foster for a term expiring June 30, 2018. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Ms. Gilmore requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Ms. Gilmore offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Ms. Gilmore moved to pass the bill on second reading as amended, which motion was seconded and approved by a voice vote of the Council.

An ordinance amending Chapters 17.08 and 17.16 of Title 17 of the Metropolitan Code, Zoning Regulations, pertaining to “Community Education” siting and to allow Community Education as a permitted use in the CN, SCN, IWD, IR and IG zoning districts (Proposal No. 2015Z-008TX-001). Ms. Evans requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Ms. Evans moved to pass the bill on second reading, which motion was seconded. Mr. Bedne moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.
SUBSTITTUTE BILL NO. BL2015-1120
An ordinance amending Chapters 17.36 and 17.40 of Title 17 of the Metropolitan Code to create a Detached Accessory Dwelling Unit (DADU) Overlay District. (Proposal No. 2015Z-010TX-001). The bill was approved by the Planning Commission. Ms. Allen

An ordinance amending Title 17 of the Metropolitan Code, Zoning Regulations, to establish a requirement for affordable housing units, and to authorize the Metropolitan Government of Nashville and Davidson County, acting by and through the Planning Department, to establish rules and regulations in accordance with this ordinance (Proposal No. 2015Z-011TX-001). The bill was approved by the Planning Commission with a substitute. Mr. Bedne requested a hearing from the public on this bill which had been previously advertised.
