The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of August 1, 2006, were approved.
The President announced that an election of a new president pro tempore for a term beginning September 1, 2006 would be held at the next meeting.
Mr. Adkins moved that the regular September 5, 2006 meeting of the Metropolitan Council be moved to August 29, 2006 and that the re-scheduled meeting be deemed as the first regular meeting in September, which motion was seconded and adopted without objection.
- COMMITTEE REPORTS ON MATTERS OTHER THAN LEGISLATION -
The Rules-Confirmation-Public Elections Committee recommended approval of the following proposed amendment to Rule No. 22 of the Rules of Procedure of the Metropolitan Council:
By adding the following new paragraph:

- BILL ON PUBLIC HEARING -
An ordinance amending Title 2 of the Metropolitan Code of Laws authorizing the creation of a Gulch Central Business Improvement District for Metropolitan Nashville and Davidson County, Tennessee, and to appoint a corporation to act as an advisory board to the district with the necessary powers and authority to carry out the purposes and intent of the district. The bill was approved by the Budget and Finance Committee. Mr. Wallace requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Mr. Wallace offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Initial resolution determining to issue general obligation bonds of The Metropolitan Government of Nashville and Davidson County in an aggregate principal amount not to exceed Two Hundred Ninety-Six Million Three Hundred Twenty-Five Thousand Three Hundred Thirty-Two Dollars ($296,325,332) to be financed by the ad valorem levy on property in the General Services District and in an aggregate principal amount of Twenty-Two Million Three Hundred Fifty-Six Thousand One Hundred Fifty Dollars ($22,356,150) to be financed by the ad valorem levy on property in the Urban Services District. An ordinance amending Chapters 15.32 and 15.44 of the Metropolitan Code of Laws increasing water and sewer rates, and amending the provisions pertaining to estimates and billing adjustments for water diverted from the public sanitary sewer system, all of which is more particularly described herein. An ordinance amending Title 15 of the Metropolitan Code of Laws to reduce residential sewer rates in an amount necessary to reduce the amount of revenue generated by the Department of Water and Sewerage Services by $5.2 million, all as more fully described herein. Mr. Gotto moved to withdraw the bill, which motion was seconded and adopted by a voice vote of the Council.
An ordinance establishing a program for the purpose of providing assistance to low-income elderly residents of the Metropolitan Government for the fiscal year 2006-2007. Ms. McClendon moved to pass the bill on first reading and refer it to the Budget and Finance Committee, which motion was seconded and adopted by a voice vote of the Council.
- BILLS ON SECOND READING -
An ordinance amending Section 13.32.120 of the Metropolitan Code of Laws to prohibit chain link fences along arterial and collector streets. The Public Works Committee recommended deferment. Mr. Wallace moved to defer the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Section 16.04.090 of the Metropolitan Code of Laws to require property owners to obtain permit bonds for certain residential building construction and repairs. The bill was disapproved by the Codes, Fair and Farmers Market Committee. Ms. McClendon moved to defer the bill indefinitely because of pending legislation which may address the issue, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Article I of Chapter 6.20 of the Metropolitan Code of Laws to require that apprentice electricians doing business within the area of the Metropolitan Government be licensed, to add additional provisions regarding apprenticeship programs, and to add penalty provisions and additional grounds for violations. The Codes, Fair and Farmers Market Committee recommended indefinite deferment. Mr. Coleman moved to defer the bill indefinitely, which motion was seconded and adopted by a voice vote of the Council.
