RESOLUTION NO. RS2006-1468

A resolution requesting the Department of Finance to implement a policy whereby notice is given to the Metropolitan Council upon receipt of any donation made to various Metropolitan Government departments requiring Council approval prior to filing the legislation.

WHEREAS, over the past six years, the Metropolitan Council has on numerous occasions approved the acceptance of donations made to the Department of Finance, the Police Department, the Fire Department, the Department of Public Works, the Department of General Services, and the Mayor's Office of Children and Youth; and

WHEREAS, on June 6, 2006, the Metropolitan Council enacted Ordinance No. BL2006-1015, as amended, which provides that Metropolitan Government departments, boards and commissions may accept donations valued at less than $5,000 by resolution; and

WHEREAS, various citizens of the Metropolitan Government have expressed concern about a lack of public information regarding donations made to various Metro departments and agencies; and

WHEREAS, it is fitting and proper that the Metropolitan Council be informed as soon as a donation is made to the Metropolitan Government before considering any legislation approving the donation.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Department of Finance to implement a policy whereby notice is given to the Metropolitan Council upon receipt of any donation made to various Metropolitan Government departments requiring Council approval prior to filing the legislation.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to David Manning, the Director of Finance of the Metropolitan Government.

Section 3. The Director of Finance is further requested to respond to the Council as to the feasibility of and/or action taken in compliance with the request stated in Section 1 hereof not later than sixty (60) days after the adoption of this Resolution.

Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
