The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of July 18, 2006, were approved.
Mr. Wallace presented the following proposed amendment to the Rules of Procedure of the Metropolitan Council:
Rule 22 of the 2004-2007 Rules of Procedure of the Council of the Metropolitan Government of Nashville and Davidson County (as amended) shall be and the same is hereby amended by adding the following new paragraph:
"All resolutions accepting donations on behalf of departments, boards, and commissions of the Metropolitan Government shall be automatically deferred one meeting upon being introduced."
The proposed rule change was referred to the Rules-Confirmations-Public Elections Committee for a recommendation prior to a vote at the next regular meeting of the Council.

Initial resolution determining to issue general obligation bonds of The Metropolitan Government of Nashville and Davidson County in an aggregate principal amount not to exceed Two Hundred Ninety-Six Million Three Hundred Twenty-Five Thousand Three Hundred Thirty-Two Dollars ($296,325,332) to be financed by the ad valorem levy on property in the General Services District and in an aggregate principal amount of Twenty-Two Million Three Hundred Fifty-Six Thousand One Hundred Fifty Dollars ($22,356,150) to be financed by the ad valorem levy on property in the Urban Services District. The resolution was approved by the Budget and Finance Committee with an amendment. Ms. McClendon offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Ms. McClendon offered Amendment No. 2 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Ms. McClendon moved to adopt the resolution as amended, which motion was seconded. Mr. Summers moved to defer the resolution to September 19, 2006, which motion was seconded. Ms. Tucker moved to table the motion to defer, which motion was seconded and adopted by a roll call vote of the Council. An ordinance amending Chapter 4.40 of the Metropolitan Code by adding a new section providing regulations prohibiting any person contracting with Metropolitan Government under the provisions of the Procurement Code from the use of employees who are not legal residents of the United States. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.
