Metropolitan Council Meeting
Tuesday, December 7, 2004


The Metropolitan Council met in regular session on this date at 7:00 p.m. in Metro City Hall.

President Pro Tempore Dozier presided at this time.

The invocation was offered by Councilman John Summers.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the meeting of November 16, 2004, were approved.

Reappointment of Mr. Amit Patel for a term expiring October 10, 2007. At the request of the appointee, the confirmation was deferred.

Reappointment of Ms. Linda Wynn for a term expiring October 10, 2007. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Coleman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Procurement Standards Board
Appointment of Ms. Beth Franklin for a term expiring July 20, 2005, filling the unexpired term of Ms. Maria Salas. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Coleman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council

Public, Educational and Governmental Access Committee
Reappointment of Dr. Dante Roa for a term expiring November 4, 2007. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Coleman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Transportation Licensing Commission
Reappointment of Ms. Holly Sharp for a term expiring October 10, 2006. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Coleman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

- PUBLIC HEARING -

BILL NO. BL2004-424

An ordinance approving Amendment No. 7 to the Capitol Mall Redevelopment Project Plan. Mr. Jameson requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and citizens were heard in favor of passage of the bill. The President declared the public hearing closed. Without objection, a substitute bill was accepted for filing.

SUBSTITUTE BILL NO. BL2004-424

An substitute ordinance approving Amendment No. 7 to the Capitol Mall Redevelopment Project Plan. The substitute bill was approved by the Federal Grants Review Committee. Mr. Jameson moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.

A resolution appropriating $20,000 from the Contingency Account of the General Fund of the General Services District to Exchange Club Family Center, Inc. to provide partial funding for its program services. An ordinance amending Chapter 2.40 of the Metropolitan Code of Laws to require that all contracts providing for consulting services or performance audit services be approved by the Metropolitan Council. An ordinance amending the rates for licensure and for operation of towing services with regard to the emergency towing of vehicles. The substitute resolution was approved by the Rules-Confirmations-Public Elections Committee. Mr. Toler moved to defer the resolution to the first meeting in December 2005, which motion was seconded and after discussion, Mr. Crafton called for the previous question, which motion was seconded and adopted by a voice vote of the Council. The matter recurred on the motion to defer, which motion was adopted by a voice vote of the Council.

A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to enact the necessary legislation to require landlords to store the personal belongings of evicted tenants at the tenant’s expense.
