RESOLUTION NO. RS2004-646

A resolution requesting the Department of Finance, the Human Resources Department, and the Civil Service Commission to cause Metropolitan Government employees’ voluntary payroll deductions to coincide with the new biweekly payroll system.

WHEREAS, effective January 7, 2005, the Metropolitan Government is transitioning to a biweekly payroll system; and

WHEREAS, moving to a biweekly payroll system will result in Metropolitan Government employees experiencing a decrease in their paycheck upon implementation of the system, and a third paycheck in the months April and September 2005; and

WHEREAS, many Metropolitan Government employees have structured their family budgets around receiving a paycheck on the seventh and twenty-second days of each month; and

WHEREAS, the proposed payroll system provides that voluntary payroll deductions, such as health insurance premiums, to be withheld only from the first two checks each month; and

WHEREAS, this method of withholding voluntary payroll deductions will cause employees who will already be receiving less money in their first paycheck upon implementation of the system to be further impacted; and

WHEREAS, it is in the best interest of the employees of the Metropolitan Government that voluntary payroll deductions be withheld in each of the twenty-six paychecks, rather than the first two paychecks of each month.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Department of Finance and the Human Resources Department to cause Metropolitan Government employees’ voluntary payroll deductions to coincide with the new biweekly payroll system.

Section 2. That the Metropolitan Clerk is directed to send a copy of this Resolution by United States mail or electronic mail to David Manning, the Director of Finance, to Dot Shell Berry, the interim Director of the Human Resources Department, and to each member of the Civil Service Commission.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
