Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend Prentis McGoldrick, First Baptist Church of Goodlettsville.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of January 18, 2000 were approved.
- ELECTIONS AND CONFIRMATIONS -
Appointment of Ms. Margaret Behm to the Metropolitan Board of Health. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
The President called for an election to fill an unexpired term on the Industrial Development Board of The Metropolitan Government of Nashville and Davidson County, the nomination of Mr. Nicholas D. Bailey having been previously made. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections Committee, reported that the Committee had considered and recommended the election of Mr. Bailey. Mr. Waters moved for the election of Mr. Bailey, which motion was seconded and adopted by a unanimous voice vote of the Council. The President announced that Mr. Bailey was elected to said board for a term expiring October 7, 2003. Without objection, the rules were suspended to consider a late resolution to confirm this election.
A resolution electing Nicholas D. Bailey to the board of directors of the Industrial Development Board of The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee. - BILL ON PUBLIC HEARING -
An ordinance approving the acceptance of a law enforcement block grant from the U.S. Department of Justice to The Metropolitan Government of Nashville and Davidson County, acting through the Metropolitan Department of Police for the benefit the Department of Police, the Office of the District Attorney General, the Sheriffs Office, Metropolitan Public Schools, Criminal Court, Juvenile Court, Public Defender, the Justice Information Systems, and approving matching funds thereof. The bill was approved by the Budget and Finance; Public Safety-Beer, Wine and Whiskey and Education Committees with an amendment. Ms. Beehan requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and no one came forward to be heard. The President declared the public hearing closed. Ms. Beehan offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Ms. Beehan moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
- RESOLUTIONS-
A resolution requesting the Mayor and the Metro Department of Public Works, and other relevant departments to develop a one telephone number complaint program for constituent complaints. The Public Works Committee made no recommendation. Mr. Summers moved to defer action on the resolution, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Metropolitan Traffic and Parking Commission to provide 30 minutes of free parking in all Metro-owned lots and garages. The Traffic and Parking Committee recommended deferment of the resolution. Mr. Wallace moved to defer action on the resolution, which motion was seconded and adopted by a voice vote of the Council.
A resolution requesting the Tennessee Department of Health and Human Services to reinstate the license of the Tom Joy Head Start Program. The resolution was approved by the Health, Hospitals and Social Services Committee with an amendment. Ms. Arriola offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. A resolution amending R99-1628 and the grant for $35,625 from the Tennessee Department of Health to The Metropolitan Government of Nashville and Davidson County acting by and through the Metropolitan Health Department (downtown clinic) for the provision of alcohol and drug abuse diagnosis, prevention, treatment, referral for treatment or rehabilitation, and training services by increasing the grant amount by $49,375 to a total of $85,000. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees. An ordinance amending Title 17 of the Metropolitan Code, Zoning Regulations, by amending Section 17.16.250 by providing that one-chair beauty and barber care be permitted as a home occupation accessory use in residential districts, all of which is more particularly described herein.
