RESOLUTION NO. RS2000-126

A resolution requesting the Tennessee Department of Health and Human Services to reinstate the license of the Tom Joy Head Start Program.

WHEREAS, Tom Joy Head Start Program has been closed since January 19, 2000, as a result of the suspension of its program license; and

WHEREAS, apparently, this suspension is based upon a bus driver transporting a four year old child to a residence and leaving this four year old child when no person was at home; and

WHEREAS, the Tom Joy Head Start Program, which serves 271 families, is the largest of the Head Start programs operated by the Metropolitan Action Commission; and

WHEREAS, it appears that appropriate disciplinary action has been taken against the bus driver and the bus monitor, and corrective measures have been taken to assure such action does not occur again; and

WHEREAS, it is appropriate that this Head Start program be re-opened to better provide service to children in need of the Head Start program.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. That the Metropolitan County Council hereby goes on record as requesting the Tennessee Department of Health and Human Services to reinstate the license of the Tom Joy Head Start Program.

SECTION 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to the Director of the Tennessee Department of Health and Human Services.

SECTION 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

AMENDMENT NO. 1

TO

RESOLUTION NO. RS2000-126

Mr. President:

I move to amend Resolution No. RS2000-126 by adding the following provision to Section 1 thereof:

"and to insure safety of children upon reopening of the program."
