Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilman Jim Gotto.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -

Arts Commission
Appointment of Ms. Kim Fowler for a term expiring January 1, 2011. Ms. Fowler will fill the unexpired term of Ms. Ivanetta Davis Samuels. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

CATV Special Committee
Appointment of Ms. Kristal Hall Boone for a term expiring March 1, 2009. Ms. Boone will fill the unexpired term of Ms. Marcie Smeck. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Farmers Market Board
Appointment of Ms. Tana Comer for a term expiring May 17, 2013. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Transit Authority
Appointment of Mr. Thomas F. O’Connell for a term expiring May 18, 2013. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Without objection, the rules were suspended for consideration of one late (1) resolution.

RESOLUTION NO. RS2008-321

A resolution honoring the life of former Vice Mayor John David Scobey. The resolution was approved by the Rules-Confirmations-Public Elections Committee. A Twenty-Second Supplemental Electric System Revenue Bond Resolution supplementing certain resolutions of The Metropolitan Government of Nashville and Davidson County by authorizing the issuance of Electric System Revenue Bonds, 2008 Series A, and Electric System Revenue Refunding Bonds, 2008 Series B, as requested by the Electric Power Board of The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Budget and Finance Committee. RESOLUTION NO. RS2008-262

A resolution providing amendments to the Charter of The Metropolitan Government of Nashville and Davidson County, Tennessee, in accordance with Article 19, Section 19.01, and setting forth a brief description of each amendment to be placed on the ballot. The Charter Revision Committee recommended that the resolution be withdrawn. Mr. Hunt moved to withdraw the resolution, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2008-263

A resolution providing amendments to the Charter of The Metropolitan Government of Nashville and Davidson County, Tennessee, in accordance with Article 19, Section 19.01, and setting forth a brief description of each amendment to be placed on the ballot. The Charter Revision Committee recommended an amendment and indefinite deferment. Mr. Ryman offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Mr. Ryman moved to defer the resolution indefinitely as amended, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2008-264

A resolution authorizing the reapplication for an amendment to a portion of the Music Valley Drive Planned Unit Development to permit the development of a hotel, which amendment was previously disapproved by the Council within the past year. The resolution was approved by the Planning, Zoning and Historical Committee.
