Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in Metro City Hall.

The invocation was offered by Minister Tod Bell of Harvest Evangelism.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

Action Commission
Reappointment of Ms. Barbara Clinton for a term expiring February 2, 2009. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Arts Commission
Appointment of Ms. A. Jane Alvis for a term expiring January 1, 2010. Without objection the nomination was deferred to March 7, 2006.

Appointment of Mr. Eddie George for a term expiring January 1, 2010. Without objection the nomination was deferred to March 7, 2006.

Appointment of Mr. Ralph Mosley for a term expiring January 1, 2010. Without objection the nomination was deferred to March 7, 2006.

Appointment of Mr. Joseph Presley for a term expiring January 1, 2010. Without objection the nomination was deferred to March 7, 2006

Metropolitan Development and Housing Agency
Reappointment of Ms. Leigh Walton for a term expiring November 5, 2010. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Procurement Standards Board
Appointment of Mr. David Williams for a term expiring July 20, 2006. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Adkins moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

- COMMITTEE REPORTS ON MATTERS OTHER THAN LEGISLATION -

The following proposed amendments to the Rules of Procedure of the Metropolitan Council were distributed and will be taken for a vote at the next regular meeting:

1. By amending Rule 1 by deleting "Announcements and extraordinary matters" from the regular order of business.

2. By amending the Table of Contents for Rule 25 by renaming it as "Honorarium resolution requirements and presentations; announcements and extraordinary matters".

3. By amending Rule 25 by adding the following new paragraph:

"Announcements and extraordinary matters shall be held prior to all regularly scheduled Council meetings from 6:30 p.m. to 7:00 p.m. The president pro tem of the Council or his/her designee shall preside over such matters."

RESOLUTION NO. RS2005-1020

A resolution appropriating the amount of $27,000 from the General Fund Reserve Fund for the purchase of equipment and building repairs for the County Clerk of The Metropolitan Government of Nashville and Davidson County. RESOLUTION NO. RS2006-1140

A resolution consenting to the assignment of the Amended and Restated Lease for the Renaissance Nashville Hotel from RHOC Nashville Hotel, LLC (f/k/a CTF Nashville Hotel, LLC) to __________, a wholly-owned subsidiary of Highland Hospitality Corporation, LLC, and accepting the sum of $2,342,000 for the Landlord's participation in the profits of the assignment. The Budget and Finance Committee recommended deferment. Ms. McClendon moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. RS2006-1141

A resolution approving a contract between The Metropolitan Government of Nashville and Davidson County and Pitney Bowes for the lease of a mail metering system and equipment. The resolution was approved by the Budget and Finance Committee. An ordinance abandoning an 8" sanitary sewer, 8" water line and easement that will be relocated in the right-of-way on Bedford Avenue, that is shown on Map 117-14, Parcels11-31 and 104-113, Project 04-SL-91 and 04-WL-79, Bedford Avenue/Abbott Martin Road, and authorizing the execution of the documents to carry out the abandonment and relocation (Proposal No. 2004M-112U-10). The bill was approved by the Planning Commission. An ordinance amending Chapter 2.10 of the Metropolitan Code of Laws to provide for the creation and implementation of a "Nashville KNOWS" program. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees by a voice vote of the Council.

BILL NO. BL2006-955

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS7.5 to RM9 properties located at North DuPont Avenue (unnumbered), and 109, 111, 113, and 115 McArthur Drive, at the northwest corner of State Route 45 and McArthur Drive (3.68 acres), all of which is described herein (Proposal No. 2006Z-011G-04). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning and Historical Committee by a voice vote of the Council.

BILL NO. BL2006-956

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP district, property located at 1818 and 1900 Eastland Avenue and Eastland Avenue (unnumbered), between 18th and 20th Streets (7.26 acres), to permit the development of 72 residential units, 45,760 square feet of retail uses, 20,000 square feet of restaurant uses, 12,600 square feet of office uses, 9,000 square feet of artist studios, and 4 single family lots, all of which is described herein (Proposal No. 2005SP-170U-05). Mr. Jameson moved to defer the bill indefinitely, the bill being requested by March Egerton, which motion was seconded and adopted by a voice vote of the Council.

BILL NO. BL2006-957

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R10 to SP zoning, property located at 1737, 1741 and 1745 Glen Echo Road, approximately 140 feet east of Hillmont Drive (3.07 acres), to permit the development of 12 single-family lots, all of which is described herein (Proposal No. 2006Z-007U-10). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning and Historical Committee by a voice vote of the Council.

BILL NO. BL2006-958

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a to SP zoning properties located at 3920, 3924, 3992, 3998, 4194, and 4206 Old Hickory Boulevard and Old Hickory Boulevard (unnumbered), approximately 2,500 feet north of the Cumberland River, to permit a maximum of 1,200 dwelling units of which a maximum of 300 units will be attached single-family units; 30,000 square feet of commercial and office uses and multiple civic uses (836.18 acres), all of which is described herein (Proposal No. 2006SP-019G-03). Ms. Gilmore moved to pass the bill on first reading and defer the bill indefinitely while issues continue to be addressed, the bill being requested by Hawkins Partners, Inc., which motion was seconded and adopted by a voice vote of the Council.

BILL NO. BL2006-959

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R10 to RS10 zoning on various properties located north of Shackleford Road on Green Hills Drive, Bonner Avenue, Eden Avenue, and Shackleford Road (16.96 acres), all of which is described herein (Proposal No. 2006Z-027U-10). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning and Historical Committee by a voice vote of the Council.

BILL NO. BL2006-960

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 to SP zoning property located at 1106, 1108, 1110, 1112, 1116, 1120, and 1204 West Trinity Lane, west of Youngs Lane (27.55 acres), to permit 248 townhouses with a clubhouse, all of which is described herein (Proposal No. 2005SP-179U-03). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning and Historical Committee by a voice vote of the Council.
