Metropolitan Council Meeting
Thursday, January 3, 2002


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Reverend Victor Singletary of First Baptist Church Capitol Hill.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of December 18, 2001 were approved.

- ELECTIONS AND CONFIRMATIONS -

Charitable Solicitations Board
Appointment of Mr. Rick Regen to the Charitable Solicitations Board for a term expiring October 9, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Ms. Williams moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CL District to RM15 District properties at 7960 and 7978 Coley Davis Road, abutting the south margin of Coley Davis Road and the east margin of Somerset Farms Drive, (7.68 acres), all of which is more particularly described herein (Proposal No. 2001Z-105G-06). The bill was disapproved by the Planning Commission. Mr. Lineweaver requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and citizens were heard in favor of and in opposition to passage of the bill. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by canceling the Commercial portion of the Residential and Commercial Planned Unit Development Districts located abutting the south margin of Coley Davis Road and the eastern margin of Scenic River Lane, classified CL District, (8.95 acres), proposed for RM15 on parcels 87 and 88, approved for a 175 unit motel, a 10,000 square foot restaurant and two office buildings totaling 55,000 square feet, all of which is more particularly described herein (Proposal No. 151-82-G-06). The bill was disapproved by the Planning Commission. Mr. Lineweaver requested a hearing from the public on this bill which had been previously advertised. The bill was disapproved by the Planning Commission. Mr. Black requested a hearing from the public on this bill which had been previously advertised. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Works Committees by a voice vote of the Council.

An ordinance authorizing the acceptance of Contract No. 2001639 between the State of Tennessee and The Metropolitan Government of Nashville and Davidson County for LP 3328, I-40, I-24 to SR-155 (Donelson Pike) at Spence Lane Off Ramp, Project No. IM-40-5(118) 213. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Works Committees by a voice vote of the Council.

BILL NO. BL2002-936

An ordinance accepting a grant agreement between the State of Tennessee, Tennessee Commission on Children and Youth and The Metropolitan Government of Nashville and Davidson County for the provision of Juvenile Accountability Incentive Block Grant Program Services. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.

An ordinance approving a grant from the Alcohol and Drug Council of Middle Tennessee, Inc. to The Metropolitan Government of Nashville and Davidson County, acting through the Juvenile Court for a Community/Juvenile Court liaison project. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for the Metropolitan Government of Nashville and Davidson County, by abandoning unbuilt Alley No. 629, (Proposal No. 2001M-045U-08). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Traffic and Parking Commission, Public Works, Traffic and Parking and Planning, Zoning and Historical Committees by a voice vote of the Council.

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, by changing the name of Maplewood Lane between Patapsco Street and Gallatin Pike to "Maplewood Place", (Proposal No. 2001M-087U-05). The bill was disapproved by the Planning Commission and approved by the ECD Board. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works, Traffic and Parking and Planning, Zoning and Historical Committees by a voice vote of the Council.

BILL NO. BL2002-940

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, by changing the name of Maplewood Lane between Dickerson Pike and Walton Lane to "Maplewood Trace"; and changing the name of Maplewood Lane between Walton Lane and Broadmoor Drive to "Walton Lane" (Proposal No. 2001M-088U-05). The bill was disapproved by the Planning Commission and approved by the ECD Board. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works, Traffic and Parking and Planning, Zoning and Historical Committees by a voice vote of the Council.

BILL NO. BL2002-941

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, by changing the name of Lyle Avenue between Johnston Avenue and Charlotte Pike to "Jo Johnston Avenue" and Jo Johnston Avenue between 20th Avenue North and 21st Avenue North to "21st Avenue North" , (Proposal No. 2001M-117U-08), all of which is more particularly described herein. The bill was approved by the Planning Commission and ECD Board. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works, Traffic and Parking and Planning, Zoning and Historical Committees by a voice vote of the Council.

BILL NO. BL2002-942

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for the Metropolitan Government of Nashville and Davidson County, by abandoning Jo Johnston Avenue between 19th Avenue North and 20th Avenue North, (Proposal No. 2001M-118U-08). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Traffic and Parking Commission, Public Works, Traffic and Parking and Planning, Zoning and Historical Committees by a voice vote of the Council.

BILL NO. BL2002-943

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for the Metropolitan Government of Nashville and Davidson County, by abandoning Alley No. 750 and a portion of Alley No. 1008, (Proposal No. 2001M-124U-05). Ms. Beehan requested permission to withdrawn the bill, which motion was seconded and adopted by a voice vote of the Council.
