Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend Victor Singletary of First Baptist Church Capitol Hill.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
The roll was called and the following members were present during the progress of the meeting: Ferrell, Waters, Gentry, Tucker, Gilmore, Black, Nollner, Majors, Hall, Beehan, Campbell, Hart, Dillard, Balthrop, Brown, Ponder, Derryberry, Stanley, Loring, McClendon, Greer, Hausser, Wallace, Haddox, Whitmore, Hand, Bogen, Shulman, Arriola, Sontany, Alexander, Kerstetter, Knoch, Jenkins, Turner, Williams, Lineweaver, and President Steine (38); Absent: Briley, Summers, Holloway (3).
The Minutes of the regular meeting of December 18, 2001 were approved.
- ELECTIONS AND CONFIRMATIONS -
Charitable
Solicitations Board
Appointment of Mr. Rick Regen to the Charitable Solicitations Board for a term
expiring October 9, 2003. The Rules-Confirmations-Public Elections Committee
recommended the appointment, and Ms. Williams moved for confirmation, which
motion was seconded and adopted by a unanimous vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CL District to RM15 District properties at 7960 and 7978 Coley Davis Road, abutting the south margin of Coley Davis Road and the east margin of Somerset Farms Drive, (7.68 acres), all of which is more particularly described herein (Proposal No. 2001Z-105G-06). The bill was disapproved by the Planning Commission. Mr. Lineweaver requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and citizens were heard in favor of and in opposition to passage of the bill. Petitions were filed in opposition to passage of the bill. The President declared the public hearing closed. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by canceling the Commercial portion of the Residential and Commercial Planned Unit Development Districts located abutting the south margin of Coley Davis Road and the eastern margin of Scenic River Lane, classified CL District, (8.95 acres), proposed for RM15 on parcels 87 and 88, approved for a 175 unit motel, a 10,000 square foot restaurant and two office buildings totaling 55,000 square feet, all of which is more particularly described herein (Proposal No. 151-82-G-06). An ordinance requiring annual reports from the Metropolitan Department of Public Works to the Metropolitan Council on progress of implementation of the Metropolitan Government Solid Waste Plan. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works Committee by a voice vote of the Council.
An ordinance approving participation by the members of the Metropolitan Board of Public Education in the Insurance Trust insurance plan during the members' terms of office. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Education Committees by a voice vote of the Council.
An ordinance accepting an easement from CSX Transportation, Inc., on a parcel of property for use in the greenway system. Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission, Parks, Library, Recreation and Auditorium, Public Works and Planning, Zoning and Historical Committees by a voice vote of the Council.
An ordinance authorizing the acceptance of Contract No. 2001583 between the State of Tennessee and The Metropolitan Government of Nashville and Davidson County for LP 3264, I-40 lighting from I-24 to SR-155 (Donelson Pike), Project No. IM-40-5(118) 213. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Works Committees by a voice vote of the Council.
An ordinance authorizing the acceptance of Contract No. 2001639 between the State of Tennessee and The Metropolitan Government of Nashville and Davidson County for LP 3328, I-40, I-24 to SR-155 (Donelson Pike) at Spence Lane Off Ramp, Project No. IM-40-5(118) 213.
