The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Father Butrious Butrious of St. Mina Christian Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Metropolitan Action Commission
Appointment of Dr. Osman Gabure for a term expiring February 2, 2019. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Arts Commission
Appointment of Ms. Jackie Daniel for a term expiring January 1, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Mr. Larry Keeton for a term expiring January 1, 2021. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

- RESOLUTIONS ON PUBLIC HEARING-
A resolution exempting Wild Cow, LLC located at 1896 Eastland Avenue, Nashville, TN 37206 from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. Mr. Withers requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. The resolution was approved by the Public Safety, Beer, and Regulated Beverages Committee. Vice Mayor Briley adjourned the meeting for 5 minutes.
Vice Mayor Briley reconvened the meeting. Councilmember Karen Johnson moved to allow public comments for a period of twenty minutes after the items on the agenda were completed, which motion was seconded and adopted by a voice vote of the Council.
- CONSENT AGENDA RESOLUTIONS -
A resolution requesting the Metropolitan Development and Housing Agency to update and revise its official Tax Increment Financing development priorities for the Downtown Core -- including the Arts Center, Capitol Mall, Phillips Jackson (South of Jefferson—Ballpark), and Rutledge Hill (North of KVB) redevelopment districts -- to prioritize green space and public space and deprioritize parking space. The resolution was approved by the Budget and Finance Committee.
A resolution accepting an Enhancing Savings Outcomes for Financial Counseling Grant from the Cities for Financial Empowerment (“CFE”) Fund, Inc. to The Metropolitan Government of Nashville and Davidson County, acting by and through the Financial Empowerment Center, to pilot a new set of savings milestones and outcomes, train counselors to discuss savings goals, record client savings information, and assess the results. The resolution was approved by the Budget and Finance Committee.
A resolution approving an Amendment to Contract Number L-3670, a grant agreement between Oasis Center Inc. and The Metropolitan Government of Nashville and Davidson County, for the provision of services that help youth grow, thrive and create positive change in their lives and in our community. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution approving an application for a State Justice Institute Technical Assistance Grant from the State Justice Institute to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Juvenile Court, to provide funding to obtain expert assistance to diagnose a problem, develop a response to that problem, and initiate implementation of any needed changes. The resolution was approved by the Budget and Finance Committee.
A resolution approving an application for a Justice for Families Program Grant from the U. S. Department of Justice to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Family Safety, to fund a high risk court advocate and a high risk general sessions court probation officer to increase advocacy services to high risk victims and create a high risk probation program for offenders. The resolution was approved by the Budget and Finance Committee.
A resolution approving an application for a Middle Tennessee ICAC Task Force grant from the State of Tennessee, Department of Finance and Administration, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, to continue funding for the Internet Crimes Against Children Unit. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution accepting a Homeland Security Grant from the State of Tennessee, Tennessee Emergency Management Agency, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Emergency Management, to fund costs related to Homeland Security Preparedness. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution approving an agreement between the Metropolitan Government of Nashville and Davidson County and Bethel University to provide educational opportunities for Metropolitan Government employees. The resolution was approved by the Budget and Finance, Education, and Personnel, Public Information, Human Relations, and Housing Committees.
A resolution accepting a grant from Boulevard Bolt, Inc. to The Metropolitan Government of Nashville and Davidson County for the use and benefit of the Metropolitan Nashville Social Services Commission to benefit the How’s Nashville program to aid homelessness. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution authorizing The Metropolitan Government of Nashville and Davidson County to enter into an agreement with the Gladeville Utility District to provide information needed to bill sewerage customers for service in Davidson County. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution approving an intergovernmental agreement by and between the State of Tennessee, Department of Transportation, and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Public Works, for a General Maintenance Agreement for a traffic signal at I-24 Eastbound Exit Ramp at SR 254 (Bell Rd, Exit 59) (Ramp Queue Project), PIN 120390.00 (Proposal No. 2017M-012PR-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical, and Public Works Committees.
A resolution requesting the Metropolitan Board of Parks and Recreation to correct and/or update the name of Fred Douglas Park located at 210 North 7th Street as “Frederick Douglass Park”. The resolution was approved by the Parks, Library, and Recreation Committee.
A resolution recognizing Mr. Robert C. Brannon. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.
A resolution recognizing the 10th Anniversary of the Tennessee Area Japanese Speech Contest. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.

A resolution expressing the Metropolitan Council’s support for the Medical Cannabis Access Act, also known as SB 1119/HB 0830, currently pending before the Tennessee General Assembly. A resolution recognizing February 19, 2017 as a Day of Remembrance, commemorating the historical significance of Executive Order 9066 and the shared sense that discrimination against any individual based upon actual or perceived race, ethnicity, national origin, or religion would be a repetition of the mistakes of Executive Order 9066. The resolution was approved by the Rules, Confirmation, and Public Elections Committee. An ordinance to amend Title 2 of the Metropolitan Code of Laws to grant full investigative authority to the Metropolitan Auditor in order to allow for independent audits and reviews of all Metropolitan Government departments, boards and commissions as well as the performance of contracts by entities that contract with the Metropolitan Government. An ordinance to amend Chapter 12.08 and Chapter 6.80 of the Metropolitan Code to exempt owners of stolen vehicles from towing fees for recovered stolen vehicles. The Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees recommended indefinite deferment at the request of the sponsor. Mr. Leonardo moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.
An ordinance authorizing The Industrial Development Board of The Metropolitan Government of Nashville and Davidson County to negotiate and accept payments in lieu of ad valorem taxes with respect to the Opryland Hotel and Convention Center, amending Ordinance No. BL2010-727 to extend the period for allocating certain hotel taxes to the funding of the cost of flood-related repairs and renovations to the Grand Ole Opry House and authorizing the Director of Public Property Administration to accept the donation of two parcels of property (Parcel ID Nos. 06213012700 and 06213012800) for use in the Metropolitan Government's public park system (Proposal No. 2017M-011PR-001). An ordinance authorizing the acquisition of real property by negotiation or condemnation for the purpose of realigning the intersection of Hillsboro Road with Crestmoor Road and Glen Echo Road (Proposal No. 2017M-010PR-001). The bill was approved by the Planning Commission. The Budget and Finance, Planning, Zoning, and Historical, and Public Works Committees recommended a two meeting deferral. Mr. Pulley moved to defer the bill to the second meeting in March, which motion was seconded and approved by a voice vote of the Council.

An ordinance amending sections 17.04.060 , 17.08.030, 17.16.250, and 17.16.070 of the Metropolitan Code of Laws to establish distinct land uses for “Short term rental property – Owner-Occupied” and “Short term rental property – Not Owner-Occupied”, and establishing a phase out date in year 2021 for “Short term rental property – Not Owner-Occupied” (Proposal No. 2017Z-004TX-001). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning, and Historical Committee by a voice vote of the Council.
