The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

As previously approved by the Metropolitan Council, we began a new General Obligation Commercial Paper Program on July 9, 2014. The program consists of three series of notes as described in the reports:

Please find attached the State of Tennessee reporting form, State Form No. CT-0253, required to be submitted to the local legislative body following the sale of bonds previously authorized by the Metropolitan Council. The report is for the sale of $109,120,000 Electric System Revenue Bonds, 2014 Series A, which closed on June 25, 2014.
As always, we appreciate the Metropolitan Council’s support in these important financing initiatives.

A resolution approving the amendment of a Foreign-Trade Zone Application Operations Agreement between The Metropolitan Government and Ozburn-Hessey Logistics, LLC (“OHL”) for the operation of a Foreign-Trade Zone. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a grant from the State of Tennessee, Tennessee Arts Commission, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Arts Commission, for funding to non-profit organizations to conduct community arts projects in Davidson County. The resolution was approved by the Budget and Finance Committee.
A resolution accepting and appropriating a donation from the Local Organizing Committee/Women’s Final Four to the Metropolitan Nashville Arts Commission. The resolution was approved by the Budget and Finance Committee.
A resolution approving an application for the Juvenile Accountability Block Grant from the Tennessee Commission on Children and Youth to The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a grant from the State of Tennessee, Department of Finance and Administration, to The Metropolitan Government of Nashville and Davidson County, acting by and through the State Trial Courts, to provide funding for Metropolitan Government employees to receive training to promote a coordinated, multi-disciplinary approach to improving the criminal justice system’s response to violence against women. The resolution was approved by the Budget and Finance Committee.
A resolution approving an agreement between the United States Department of Justice, Drug Enforcement Administration (“DEA”), and the Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Police Department, to provide police assistance to the Middle Tennessee Drug Enforcement Task Force. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution accepting a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, for the Healthy Start Home Visiting Program to improve health and development outcomes for at-risk children through evidence-based home visiting programs. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving Amendment Five to the contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and Vanderbilt University to establish responsibilities in complying with the Tuberculosis Trials Consortium. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution accepting a grant from Greenways for Nashville to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Parks and Recreation, to provide funding and benefits for the position of Development Coordinator of Greenways for Nashville in conjunction with the Metropolitan Nashville Greenways Commission.

A resolution approving an application for the recycling rebate from the State of Tennessee to The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution approving three amendments to three agreements between The Metropolitan Government of Nashville and Davidson County and the State of Tennessee, Department of Environment and Conservation, concerning maintenance of closed solid waste disposal facilities. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing The Metropolitan Government of Nashville and Davidson County to enter into an agreement with the City of Belle Meade for the acceptance and treatment by the Metropolitan Government of Nashville and Davidson County of sewage flow from the City of Belle Meade’s sewage collection system and Amendments to existing Agreements with the following: City of Brentwood for Amendment One to an Agreement for sewage treatment; City of Goodlettsville for Amendment One to an Agreement for sewage treatment; City of La Vergne for Amendment Two to an Agreement for sewage treatment; City of Millersville for Amendment One to an Agreement for sewage treatment. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution accepting a grant from Smart Growth America, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Planning Department, to establish a framework to establish and measure progress towards metrics to improve public health, reduce social inequities, protect the environment, and enhance public involvement in transportation decision-making. The resolution was approved by the Budget and Finance and Planning, Zoning and Historical Committees.
A resolution appropriating funds from a grant from the State of Tennessee, Department of Transportation, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Planning Department, to support the salary and associated expenses of a new staff position to perform regional bike and pedestrian planning and coordination activities. The resolution was approved by the Budget and Finance and Planning, Zoning and Historical Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury and property damage claims of Hibo Gedi and Ahmad Jimale in the amount of $35,000.00, and the personal injury and property damage claims of Bounnhune Senmounnarath against the Metropolitan Government of Nashville and Davidson County in the amount of $19,000.00, and that said amounts be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Melissa Sanchez against the Metropolitan Government of Nashville and Davidson County in the amount of $9,500.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution approving the election of certain Notaries Public for Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee.

An ordinance amending Chapter 2.224 of the Metropolitan Code pertaining to the administration of the Community Garden Grant Program. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Parks, Library and Recreation Committees by a voice vote of the Council.
An ordinance amending Chapter 4.12 of the Metropolitan Code to require contracts for government relations and lobbying services to include a requirement that reports be submitted to the Metropolitan Council regarding lobbying efforts and activities on behalf of the Metropolitan Government. Upon motion duly seconded, the bill passed first reading and was referred to the Rules-Confirmations-Public Elections Committee by a voice vote of the Council.
An ordinance authorizing the Health and Educational Facilities Board of the Metropolitan Government of Nashville and Davidson County, Tennessee to negotiate and execute an agreement for payments in lieu of ad valorem taxes with HCA Realty, Inc. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.
An ordinance naming the Victim Resource Center in the Ben West Building in honor of Jean Crowe. Upon motion duly seconded, the bill passed first reading and was referred to the Rules-Confirmations-Public Elections Committee by a voice vote of the Council.
An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County, by changing the name of Trinity Hills Parkway, at the terminus of Vista Lane, to “Woodland Star Way” (Proposal No. 2014M-003SR-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Emergency Communications District Board, Public Works, Traffic, Parking and Transportation and Planning, Zoning and Historical Committee by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon approximately 500 linear feet of 30 inch combination sewer main (Project# 14-SL-68) and 720 linear feet of six inch water main (Project# 14-WL-23) along 4th Avenue North and to abandon approximately 390 linear feet of six inch water main along Jackson Court for various properties located between Harrison and Jackson Streets, (MWS Project Nos. 14-SL-68 and 14-WL-23 and Proposal No. 2014M-038ES-001).
The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works and Planning, Zoning and Historical Committees by a voice vote of the Council.
An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County by abandoning a portion of 4th Avenue North right-of-way and easement (Proposal No. 2014M-009AB-001). The bill was approved by the Planning Commission and Traffic and Parking Commission.
