ORDINANCE NO. BL2014-849

An ordinance naming the Victim Resource Center in the Ben West Building in honor of Jean Crowe.

WHEREAS, Jean Crowe has represented low-income domestic violence victims in divorce and other civil proceedings for over twenty-seven years; and

WHEREAS, as managing attorney of the Family Law Section of the Legal Aid Society of Middle Tennessee and the Cumberlands for over fifteen years, Jean Crowe focused the office on holistic advocacy with respect to all the issues that clients face, including protection from further violence, housing, work and access to healthcare and other services; and

WHEREAS, in Nashville, Jean Crowe was involved in the founding of both the Domestic Violence Death Review Team and the Nashville Coalition Against Domestic Violence and has served as the chair for both groups; and

WHEREAS, Jean Crowe served on the Mayor’s Nashville-Davidson County Domestic Violence Safety and Accountability Assessment Team as an Honorary Assessment Team Member; and

WHEREAS, the Metropolitan Government is currently developing a Victim Resource Center in the Ben West Building which will provide a central location for many resources available to victims of domestic violence; and

WHEREAS, Section 13.26.010 of the Metropolitan Code provides that no building or structure of the Metropolitan Government may be named except pursuant to an ordinance duly adopted by the Metropolitan County Council; and

WHEREAS, given the dedicated service to the issue of domestic violence in Nashville and across the country, it is fitting and proper that the Victim Resource Center be named in honor of Jean Crowe.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Victim Resource Center inside the Ben West Building located at 100 James Robertson Parkway is hereby named the “Jean Crowe Advocacy Center”.

Section 2. That the Department of General Services is directed to erect the proper signage designating the Victim Resource Center, once completed, as the “Jean Crowe Advocacy Center”.

Section 3. This ordinance shall take effect from and after its passage, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
