The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Councilman Tim Garrett.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Dear Vice Mayor Neighbors and Members of the Council:
Please find attached the State of Tennessee reporting form, State Form No. CT-0253, required to be submitted to the local legislative body following the sale of bonds previously authorized by the Metropolitan Council. The report is for the sale of $56,055,000 Electric System Revenue Refunding Bonds, 2013 Series A, which closed on June 27, 2013.
The refunding issue was structured in conformance with the Nashville Electric Service’s Debt Policy and will result in net present value savings of $5,761,660 (9.78626%) for the Metropolitan Government over the remaining life of the bonds.
As always, we appreciate the Metropolitan Council’s support in these important financing initiatives.

Reappointment of Mr. Randy Rayburn for a term expiring June 30, 2016. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Anthony Davis moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Electric Power Board
Reappointment of Mr. Robert McCabe, Jr. for a term expiring July 1, 2018. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Anthony Davis moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Mr. Robert Emery for a term expiring August 6, 2016. Mr. Emery will fill the unexpired term of Mr. Bobby Boner. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Anthony Davis moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Public Library Board

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by applying a Historic Landmark Overlay District to property located at 305 Kent Road, at the southeast corner of Kent Road and Hastings Road (0.87 acres), zoned RS10, all of which is described herein (Proposal No. 2013HL-001-001). The bill was approved by the Planning Commission. Mr. Stanley requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Mr. Stanley moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.

A resolution approving an Interlocal Agreement between The Metropolitan Government of Nashville and Davidson County and the Industrial Development Board of the Metropolitan Government for administrative, financial and legal services. The resolution was approved by the Budget and Finance Committee.
A resolution approving Revised Investment Policy. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a donation of a print photograph to The Metropolitan Government of Nashville and Davidson County by Mr. Kevin Anthuis. The resolution was approved by the Budget and Finance Committee.
A resolution approving an intergovernmental agreement by and between the Tennessee Bureau of Investigation and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, regarding the Federal Bureau of Investigation’s Interstate Photo System Facial Recognition Pilot Program. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution accepting a grant from the State of Tennessee, Department of Labor and Workforce Development, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to establish programs and deliver services to prepare youth for entry into the labor force (LW09P131YOUTH14). The resolution was approved by the Budget and Finance and Personnel-Public Information-Human Resources-Housing Committees.
A resolution authorizing the Director of Public Property, or his designee, to exercise an option to purchase real property known as Davidson County Tax Map 042-00-0 Parcel 040.00 for recreational use in the parks system (Proposal No. 2013M-019PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Parks and Planning, Zoning and Historical Committees.
A resolution accepting a grant from Greenways for Nashville to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Parks and Recreation, to provide funding and benefits for the position of Development Coordinator of Greenways for Nashville in conjunction with Metro’s Greenways Commission. The resolution was approved by the Budget and Finance and Parks, Library and Recreation Committees.
A resolution approving Amendments Three and Four to a grant from Vanderbilt University Medical Center, acting by and through the Vanderbilt Department of Pediatrics, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Parks and Recreation, to collaborate on the Growing Right Onto Wellness (GROW) project to stop obesity in preschoolers before it becomes problematic. The resolution was approved by the Budget and Finance and Parks, Library and Recreation Committees.
A resolution accepting a grant from the Nashville Public Library Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Library Board, for the purpose of renovating the Green Hills Branch Library space by creating a Teen Center within the branch that reflects the services and materials that appeal to teen audiences.

A resolution approving a contract and business associate agreement between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and Family and Children’s Services 211 to provide an access to care model for the uninsured in Davidson County using the ServicePoint/CallPoint Database system. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving a grant from the State of Tennessee, Department of Environment and Conservation to The Metropolitan Government of Nashville and Davidson County acting by and through the Department of Public Works, for the purpose of collecting and disposing of waste tires. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution approving the annual nonrefundable excess garbage and rubbish fee set by the Metropolitan Department of Public Works. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the claims of Curtis Dressman against the Metropolitan Government of Nashville and Davidson County and Davidson County Sheriff’s Office Lieutenant William Gise for $530,000.00, and that said amount be paid out of the Judgments and Losses Fund. The resolution was approved by the Budget and Finance Committee.
A resolution approving the election of certain Notaries Public for Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee.

An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon approximately 150 linear feet of a 15 inch public sewer main, approximately 235 feet of an eight inch public sewer main (to remain in place), approximately 1,990 feet of a ten inch public sewer main (to be removed), and approximately 930 feet of a six inch public water main (to be removed), and to abandon all associated easements, and to accept 168 feet of an eight inch DIP public water main and 1,468 feet of a 33 inch CCRFRM public combined sewer main on property located at 2500 Charlotte Avenue for the Lentz Public Health Center (Project Nos. 12-SL-37 and 12-WL-43 and Proposal No. 2012M-029ES-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance, Public Works and Planning, Zoning and Historical Committees which motion was seconded and adopted by a voice vote of the Council.
