ORDINANCE NO. BL2013-477

An ordinance creating the positions of Fire Services Deputy Director and Fire Commander for the Metropolitan Nashville Department of Fire.

WHEREAS, Section 12.10 of the Metropolitan Charter provides that newly created positions within the Metropolitan Government shall be approved by ordinance; and,

WHEREAS, the Metropolitan Nashville Department of Fire recently contracted with Maximus Consulting Services, Inc. (Maximus) to conduct a management analysis of the Fire Department’s organizational structure; and,

WHEREAS, Maximus recommended combining the EMS and Fire Suppression bureaus into a single operations bureau; and,

WHEREAS, Maximus also recommended additional organizational changes with the goal of enabling the Fire Department to perform its duties in the most efficient manner; and,

WHEREAS, to implement the organizational changes, Maximus recommended the creation of the assignment classifications of Fire Services Deputy Director and Fire Commander; and,

WHEREAS, the Metropolitan Nashville Department of Fire believes that the implementation of the changes recommended by Maximus, including the creation of the assignment classifications of Fire Services Deputy Director and Fire Commander, is in the best interest of the Department; and,

WHEREAS, the Metropolitan County Mayor, the Director of the Department of Fire (Fire Chief), and the Metropolitan Civil Service Commission all deem it necessary to create the assignment positions of Fire Services Deputy Director and Fire Commander.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1: There is hereby created the position of Fire Services Deputy Director, which shall be assigned to Class Number 10711. This classification shall be in the unclassified service of the Metropolitan Government since it will only be used as an assignment position. A copy of the current job description, as approved by the Civil Service Commission, is attached as Exhibit A.

Section 2: There is hereby created the position of Fire Commander, which shall be assigned to Class Number 10712. This classification shall be in the unclassified service of the Metropolitan Government since it will only be used as an assignment position. A copy of the current job description, as approved by the Civil Service Commission, is attached as Exhibit B.

Section 3: This ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
