ORDINANCE NO. BL2013-479

An ordinance creating various positions to staff the Crime Laboratory within the Metropolitan Department of Police.

WHEREAS, Section 12.10 of the Metropolitan Charter provides that newly created positions within the Metropolitan Government shall be approved by ordinance; and,

WHEREAS, the Metropolitan Nashville Department of Police is in the process of opening a new Crime Laboratory; and,

WHEREAS, current job classifications do not adequately describe the duties of the employees hired to work in the Crime Laboratory; and,

WHEREAS, the Metropolitan Police Department has surveyed various crime labs around the country and had discussions with the TBI in an attempt to determine the positions needed for a well-staffed police crime lab; and,

WHEREAS, the Metropolitan Police Department has identified eleven (11) job classifications that would be appropriate for the Metropolitan Police Crime Laboratory; and,

WHEREAS, the Metropolitan County Mayor, the Director of the Department of Police (Police Chief), and the Metropolitan Civil Service Commission all deem it necessary to create these positions.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1: There is hereby created the position of Crime Laboratory Director, which shall be assigned to Class Number 10713. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit A.

Section 2: There is hereby created the position of Crime Lab Assistant Director/Quality Assurance Manager, which shall be assigned to Class Number 10714. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit B.

Section 3: There is hereby created the position of Crime Lab Information Technology Manager, which shall be assigned to Class Number 10717. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit C.

Section 4: There is hereby created the position of Crime Laboratory Business Manager, which shall be assigned to Class Number 10715. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit D.
Section 5: There is hereby created the position of Crime Lab Evidence Receiving Supervisor, which shall be assigned to Class Number 10718. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit E.

Section 6: There is hereby created the position of Crime Lab Evidence Receiving Technician, which shall be assigned to Class Number 10719. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit F.

Section 7: There is hereby created the position of Crime Lab Forensic Supervisor, which shall be assigned to Class Number 10716. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit G.

Section 8: There is hereby created the position of Crime Lab Forensic Scientist 3, which shall be assigned to Class Number 10722. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit H.

Section 9: There is hereby created the position of Crime Lab Forensic Scientist 2, which shall be assigned to Class Number 10721. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit I.

Section 10: There is hereby created the position of Crime Lab Forensic Scientist 1, which shall be assigned to Class Number 10720. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit J.

Section 11: There is hereby created the position of Crime Lab Forensic Technician, which shall be assigned to Class Number 10723. This position shall be in the classified service. The current job description, as approved by the Civil Service Commission, is attached as Exhibit K.

Section 12: This ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
