Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend Andre' Dugger of Grace Baptist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
The roll was called and the following members were present during the progress of the meeting: Ferrell, Waters, Briley, Gentry, Tucker, Gilmore, Black, Nollner, Hall, Beehan, Campbell, Hart, Dillard, Balthrop, Brown, Ponder, Derryberry, Stanley, Loring, McClendon, Greer, Hausser, Wallace, Haddox, Whitmore, Hand, Bogen, Summers, Shulman, Arriola, Sontany, Alexander, Holloway, Kerstetter, Knoch, Jenkins, Turner, Williams, Lineweaver, and President Steine (40); Absent: Majors (1).
The Minutes of the regular meeting of December 21, 1999 were approved.
- ELECTIONS AND CONFIRMATIONS -
The President announced that an election would be held to fill the four-year terms for the offices of Davidson County Public Administrator, Public Guardian, and Public Trustee. Nominations previously made and recommended by the Rules-Confirmations-Public Elections Committee were: Public Administrator Ms. Peggy Mathes; Public Guardian Ms. Monica D. Edwards; Public Trustee Mr. Thomas H. Ware. Mr. Waters moved to elect the aforementioned nominees, which motion was seconded and adopted by a unanimous vote of the Council.
The President called for an election to fill a six-year term on the
Industrial Development Board of The Metropolitan Government of Nashville and Davidson
County, the nomination of Mr. Harvey E. Hoskins having been previously made. Mr. Waters,
Chairman of the Rules-Confirmations-Public Elections Committee, reported that the
Committee had considered and recommended the election of Mr. Hoskins. Mr. Wallace moved
for the election of Mr. Hoskins, which motion was seconded and adopted by a unanimous
voice vote of the Council. The President announced that Mr. Hoskins was elected to said
board for a term expiring August 23, 2005. Without objection, the rules were suspended to
consider a late resolution to confirm this election.
A resolution electing one member of the Board of Directors of the Industrial Development Board of The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee. Mr. Wallace moved to adopt the resolution, which motion was seconded and adopted by the following vote: "Ayes" Ferrell, Waters, Briley, Gentry, Tucker, Gilmore, Black, Nollner, Hall, Beehan, Campbell, Hart, Dillard, Balthrop, Brown, Ponder, Derryberry, Stanley, Loring, McClendon, Greer, Hausser, Wallace, Haddox, Whitmore, Hand, Bogen, Summers, Shulman, Arriola, Sontany, Alexander, Holloway, Kerstetter, Knoch, Jenkins, Turner, Williams, Lineweaver (39); "Noes" (0).
Reappointment of Ms. Eleanor Davis to the Alarm Appeals Board. Mr. Waters moved to withdraw the nomination at the request of the administration, which motion was seconded and adopted by a voice vote of the Council.
Appointment of Mr. Bill Farmer to the Civil Service Commission. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Mr. William Snodgrass to the Employee Benefit Board. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Municipal Solid Waste Region Board
Appointment of Mr. Cliff Russell to the Municipal Solid Waste Region Board. The Rules-Confirmations-Public Elections Committee recommended deferment. Without objection, the appointment was deferred.
Appointment of Mr. Eliud Trevino to the Procurement Standards Board. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Sexually Oriented Business Licensing Board
Appointment of Mr. Johnny Crumby to the Sexually Oriented Business Licensing Board. The Rules-Confirmations-Public Elections Committee recommended deferment. Without objection, the appointment was deferred.
Appointment of Mr. Paul Ney to The Sports Authority of the Metropolitan Government. The Rules-Confirmations-Public Elections Committee recommended the appointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Stormwater Management Committee
Reappointment of Mr. Jon Hastings to the Stormwater Management Committee. The Rules-Confirmations-Public Elections Committee recommended the reappointment, and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

- BILLS ON PUBLIC HEARING -
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 District to RM15 District property at Hillsboro Pike (unnumbered), abutting the south margin of Castleman Drive (3.76 acres), (Proposal No. 99Z-076U-10), which is more particularly described herein. The bill was approved by the Planning Commission. Mr. Turner moved to defer action indefinitely on the bill inasmuch as there is a new developer, the bill being requested by Spiva-Hill Investments, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Title 17 of the Metropolitan Code, Zoning Regulations, by amending Section 17.16.110 and Section 17.16.210 by providing setback requirements for construction/demolition landfill facilities from parks and schools, all of which is more particularly described herein. The bill was disapproved by the Planning Commission. Ms. Gilmore requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and citizens were heard in favor of passage of the bill. The President declared the public hearing closed. Ms. Gilmore moved to defer action on the bill and re-refer it to the Planning Commission, which motion was seconded and adopted by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a District to RS10 District a portion of property at 2215 Murfreesboro Pike, abutting the east margin of Franklin Limestone Road (44 acres), (Proposal No. 99Z-136U-13), all of which is more particularly described herein. The bill was approved by the Planning Commission. Ms. Sontany requested a hearing from the public on this bill which had been previously advertised.
