The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Police Department Chaplain James Duke.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- CONSENT AGENDA RESOLUTIONS -
A resolution approving the post-construction stormwater control measures provided for in the Stormwater Management Manual, promulgated pursuant to Metropolitan Code of Laws Section 15.64.020, for purposes of compliance with SB1830/HB1892, pending before the State of Tennessee General Assembly, in anticipation that said bill will pass. The resolution was approved by the Public Works Committee
A resolution authorizing the Metropolitan Mayor to submit Substantial Amendment Two and the 2016-2017 Annual Update to the 2013-2018 Consolidated Plan for Housing and Community Development to the U.S. Department of Housing and Urban Development. The resolution was approved by the Budget and Finance Committee.
A resolution approving an amendment to a contract between the State of Tennessee, Department of Mental Health and Substance Abuse Services, and The Metropolitan Government of Nashville and Davidson County for establishing agreed rates for court ordered evaluations and treatment for defendants charged with misdemeanor crimes. The resolution was approved by the Budget and Finance Committee.
A resolution to execute a new contract to utilize unused funds from a grant previously approved by RS2011-1577 from the Tennessee Emergency Management Agency to The Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Water and Sewerage Services to replace flood damaged properties that chose not to participate in the home buy-out with 11 properties including vacant lots located in various floodway floodplain areas in Davidson County. The resolution was approved by the Budget and Finance Committee.
A resolution to execute a new contract to utilize unused funds from a grant previously approved by RS2011-1724 from the Tennessee Emergency Management Agency to The Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Water and Sewerage Services to replace flood damaged properties that chose not to participate in the home buy-out with 15 properties including vacant lots located in various floodway floodplain areas in Davidson County. A resolution approving an amendment to the agreement between the Metropolitan Government of Nashville and Davidson County, Electric Power Board of The Metropolitan Government of Nashville and Davidson County, and Vanderbilt University for access to the 800-MHZ System for public safety and emergency services purposes. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution approving a Jail Garden Grant from the Davidson County Farm Bureau to The Metropolitan Government of Nashville and Davidson County, acting by and through the Davidson County Sheriff’s Office, for the enhancement of the horticulture program for the production of produce. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution accepting a grant from the State of Tennessee, Department of Labor and Workforce Development, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to establish programs and services for the Supplemental Nutrition Assistance Program (SNAP) (LW09F161QSNAP16). The resolution was approved by the Budget and Finance and Personnel, Public Information, Human Relations, and Housing Committees.
A resolution approving a contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and Meharry Medical College to provide students enrolled in a Master of Science Public Health Program with the opportunity to experience public health training. The resolution was approved by the Health, Hospitals, and Social Services Committee.
A resolution approving a grant from the Nashville Predators Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Parks and Recreation Department, to purchase new uniforms and camping equipment for the Metropolitan Parks and Recreation Department’s Boy Scout and Girl Scout Troops. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution accepting a grant from the State of Tennessee, Tennessee State Library and Archives, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Public Library, to provide access and circulation of special materials formatted for individuals who are hearing impaired. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution authorizing The Metropolitan Government of Nashville and Davidson County to enter into an agreement with the Nolensville/College Grove Utility District to provide information needed to bill sewerage service for its customers in Williamson County. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing Vitality LLC dba Daily Juice Cafes of Nashville to construct and install an aerial encroachment at 211 3rd Avenue South for (Proposal No.2016M-010EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical, and Public Works Committees.
A resolution proclaiming May 15th – 21st, 2016 as “National Public Works Week”. The resolution was approved by the Public Works Committee.
A resolution recognizing May, as National Military Appreciation Month. The resolution was approved by the Rules, Confirmations, and Public Elections Committee.

A resolution to establish a new fee structure for private collection permit fees for waste haulers pursuant to Metropolitan Code Section 10.20.100. The Budget and Finance and Public Works Committees recommended deferment. Mr. Pridemore moved to defer the resolution to the second meeting June, which motion was seconded and approved by a voice vote of the Council.
A resolution to establish a new fee structure associated with the processing and review of Metro Planning Commission applications associated with Title 17 of the Metropolitan Code (Proposal No. 2016Z-008TX-001). The Budget and Finance and Planning, Zoning, and Historical Committees recommended deferment. Ms. Allen moved to defer the resolution to the second meeting June, which motion was seconded and approved by a voice vote of the Council.
A resolution adopting a new pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education and the Police and Fire Departments, effective July 1, 2016. The Budget and Finance and Personnel, Public Information, Human Relations, and Housing Committees recommended deferment. Mr. Pridemore moved to defer the resolution to the second meeting June, which motion was seconded and approved by a voice vote of the Council.

An ordinance establishing the tax levy in the general services district for the fiscal year 2016-2017, and declaring the amount required for the annual operating budget of the urban services district, pursuant to section 6.07 of the Metropolitan Charter. An ordinance amending Sections 13.20.030, 2.62.030, 2.62.040, 2.62.050, and Chapter 12.56 of the Metropolitan Code to increase fees for various services provided by the Metropolitan Department of Public Works to more accurately reflect that department’s cost of providing these services. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Works Committees by a voice vote of the Council.

- BILLS ON SECOND READING -
An ordinance amending Chapter 2.48 of the Metropolitan Code of Laws regarding department of public works reporting requirements, all of which is more specifically described herein. The Public Works Committee recommended deferment. Mr. Elrod moved to defer the bill to the first meeting in July, which motion was seconded and approved by a voice vote of the Council.
