RESOLUTION NO. RS2016-226

A resolution adopting a new pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education and the Police and Fire Departments, effective July 1, 2016.

WHEREAS, the Metropolitan Civil Service Commission, has, pursuant to Section 12.10 of the Metropolitan Charter, assigned each employment classification to a salary grade as of July 1, 2016, with such assignments being equitably related to each other; and,

WHEREAS, the Civil Service Commission has adopted the salary ranges for each grade; and,

WHEREAS, the Director of Personnel for the Civil Service Commission has recommended, after the Commission’s approval, desirable salary ranges for each grade to the Director of Finance; and,

WHEREAS, pursuant to RS2015-1517, a new pay plan was approved by the Metropolitan Council to go into effect on July 1, 2015; and,

WHEREAS, the pay plan that was adopted pursuant to RS2015-1517 included increment pay increases that are earned at various time intervals; and,

WHEREAS, it is the desire for these increment increases to continue; and,

WHEREAS, it is further the desire that employees, who are paid pursuant to open pay ranges, be eligible, at the discretion of the employee’s Appointing Authority, to receive merit pay increases; and,

WHEREAS, the Metropolitan Civil Service Commission, through the Metropolitan Department of Human Resources, contracted with Deloitte Consulting LLP to review and recommend needed changes to the classification and pay system for employees of the Metropolitan Government; and,

WHEREAS, the salary structure study compared the relationship of pay assigned to Metropolitan Government employment classifications to similar positions in the market and with comparable governmental entities; and,

WHEREAS, the classification and pay system study revealed that various pay and classification changes needed to be made including the creation and removal of several classifications to the Pay Plan, changing the title of some classifications, upgrading the salary assigned to some classifications, adding additional pay grades to the Open Range (OR) and Correctional Officer (CO) pay charts, moving some classifications to the Open Range pay approach, modifying the Standard Range (SR) pay scale, and making adjustments to the Part-Time/Seasonal pay chart; and,

WHEREAS, the Civil Service Commission has accepted the changes recommended by the Director of Personnel based upon the findings of Deloitte Consulting LLP; and,

WHEREAS, the Director of Finance has approved the recommendations of the Civil Service Commission and forwarded the same with a statement of full budgetary implications to the Mayor for her approval; and,

WHEREAS, the Mayor has approved the plan presented to her by the Civil Service Commission and recommends its adoption by the Metropolitan County Council: and,

WHEREAS, the Mayor, pursuant to her authority in Section 12.10 of the Metropolitan Charter to make modifications to the proposed pay plan without altering or destroying the relationships between the grades, has determined that it is appropriate to recommend to the Metropolitan County Council a salary increase for all employees covered by this pay plan in an amount of three and one-tenth (3.1%) percent, with such increase becoming effective as of July 1, 2016.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1: The pay plan adopted pursuant to RS2015-1517 and which went into effect on July 1, 2015, for the general employees of the Metropolitan Government, excluding employees of the Board of Health, Board of Education, and the Police and Fire Departments, from and after July 1, 2016, shall be as provided in Exhibit “A”. Exhibit “A” reflects a salary increase in the amount of three and one-tenth (3.1%) percent. Exhibit “A” further reflects the inclusion of additional pay grades to the Open Range (OR) and Correctional Officer (CO) pay charts, modifying the Standard Range (SR) pay scale, making adjustments to the Part-Time/Seasonal pay chart, and the continuation of step increment adjustments. The changes to the pay plan reflected in Exhibit “A” along with the classification adjustments made by the Civil Service Commission, as set out in the worksheets submitted to the Metropolitan Council, including the creation and removal of several classifications to the Pay Plan, changing the title of some classifications, upgrading the salary assigned to some classifications, and moving some classifications to the Open Range pay approach, will all be used to implement the new classification and pay system for general employees of the Metropolitan Government. Exhibit “A” is incorporated into this Resolution as if fully set out herein.

Section 2: Additional funding shall be provided to each department so that employees in open range pay classifications will have the opportunity to receive merit based salary increases, at the discretion of the Appointing Authority, as reflected in Exhibit “A”. Eligibility for Open Range salary increases for FY17 will become effective as of July 1, 2016.

Section 3: This Resolution shall take effect on July 1, 2016, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
