The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Councilman Brady Banks.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- PROPOSED RULES AMENDMENT -
The following proposed amendment to the Rules of Procedure of the Metropolitan Council was distributed and will be considered at the next regular meeting of Council:
12. Zoning Public Hearings
Rule 12 of the 2011-2015 Council Rules of Procedure, as amended, is amended by adding the following provision at the end thereof:
“Public hearings on zoning bills may be held at any other Council meeting if the Vice Mayor determines circumstances warrant holding additional public hearings.”
- ELECTIONS AND CONFIRMATIONS -
Nashville Education, Community and Arts Television Corporation (NECAT)
Appointment of Ms. Erin Bennett for a term expiring February 5, 2018. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Steine moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Board of Parks and Recreation
Reappointment of Mr. Stan Fossick for a term expiring April 30, 2020. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Steine moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Public Library Board
Reappointment of Mr. Keith Simmons for a term expiring April 6, 2022. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Steine moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
- BILLS ON PUBLIC HEARING -
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 to SP zoning for property located at 1209 Montgomery Avenue, approximately 290 feet north of Richardson Avenue, (0.18 acres), to permit up to two single-family dwelling units on separate lots, all of which is described herein (Proposal No. 2014SP-025-001). The bill was disapproved by the Planning Commission. Mr. Scott Davis moved to defer the bill to the July public hearing and re-refer the bill to the Planning Commission, which motion was seconded and adopted by a voice vote of the Council.
An ordinance to amend Chapters 17.37 and 17.40 of the Metropolitan Code to update the Downtown Code (DTC) standards (Proposal No. 2015Z-003TX-001). Ms. Gilmore moved to defer the bill to the July public hearing, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Section 17.08.030 of the Metropolitan Code, Zoning Regulations, to allow detached accessory dwellings as a use permitted with conditions in the CL zoning district (Proposal No. 2015Z-005TX-001). Mr. Scott Davis moved to defer the bill to the July public hearing, which motion was seconded and adopted by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from SP to RM20-A zoning for property located at 1223 North 6th Street, at the southeast corner of North 6th Street and Douglas Avenue (0.20 acres), all of which is described herein (Proposal No. 2015Z-023PR-001). The bill was approved by the Planning Commission. Mr. Scott Davis requested a hearing from the public on this bill which had been previously advertised. The bill was approved by the Planning Commission with a substitute or amendment. Ms. Evans requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and in opposition to passage of the bill. Documents were filed in favor of passage of the bill. The President declared the public hearing closed. After discussion, Mr. Pardue called for the previous question, which motion was seconded and adopted by a voice vote of the Council. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP zoning for properties located at 1712 Carvell Avenue and 524 Wedgewood Avenue, at the southeast corner of Carvell Avenue and Wedgewood Avenue (0.69 acres), to permit up to eight residential dwelling units, all of which is described herein (Proposal No. 2015SP-018-001). An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from MUL to SP zoning for property located at Old Harding Pike (unnumbered), 7386 Old Harding Pike and Bellevue Road (unnumbered), at the corner of Bellevue Road and Old Harding Pike, (5.4 acres), and located within the Bellevue Town Center Urban Design Overlay, to permit up to 67 detached residential units, all of which is described herein (Proposal No. 2015SP-030-001). The bill was approved by the Planning Commission with conditions, disapproved without.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by cancelling the Bellevue Town Center Urban Design Overlay, for property located at Old Harding Pike (unnumbered), 7386 Old Harding Pike, and Bellevue Road (unnumbered), at the corner of Bellevue Road and Old Harding Pike zoned MUL (5.53 acres), approved for a mixed-use development including 61,850 square feet of retail/restaurant/office/residential uses, all of which is described herein (Proposal No. 2002UD-002-001). The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution approving an intergovernmental agreement by and between the Tennessee Bureau of Investigation and the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, for participation in the State DNA Index System and the National DNA Index System. The resolution was approved by the Public Safety-Beer and Regulated Beverages Committee.
A resolution approving an intergovernmental agreement by and between the Federal Bureau of Investigation, Laboratory Division, and the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, for participation in the National DNA Index System. The resolution was approved by the Public Safety-Beer and Regulated Beverages Committee.
A resolution approving an intergovernmental agreement by and between the Tennessee Bureau of Investigation and the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, authorizing the MNPD Crime Lab Director to serve as representative of the Director of the TBI. The resolution was approved by the Public Safety-Beer and Regulated Beverages Committee.
