The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Pastor Jerry Maynard II.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Emergency Communications District Board
Reappointment of Ms. Susan C. Mattson for a term expiring February 14, 2021. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Nashville Education Community and Arts Television Board (NECAT)
Appointment of Ms. Matia Powell for a term expiring February 5, 2020. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Ms. Aqiyla Reed for a term expiring February 5, 2020. At the request of the appointee, the nomination was deferred.
Work Release Commission (Nominees of Sheriff Daron Hall)
Reappointment of Reverend Frank Gordon for a term expiring January 1, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Father Ed Steiner for a term expiring January 1, 2021. At the request of the appointee, the nomination was deferred.

SUBSTITUTE BILL NO. BL2016-493
An ordinance amending Chapters 17.04, 17.20 and 17.40 of the Metropolitan Code pertaining to sidewalks (Proposal No. 2016Z-024TX-001). Ms. Henderson offered a second substitute ordinance and moved that it be accepted for filing, which motion was seconded and adopted by a voice vote of the Council.
SECOND SUBSTITUTE BILL NO. BL2016-493
An ordinance amending Chapters 17.04, 17.20 and 17.40 of the Metropolitan Code pertaining to sidewalks (Proposal No. 2016Z-024TX-001). Ms. Henderson moved to defer the bill to the April public hearing, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Title 15 and Title 17 of the Metropolitan Code of Laws pertaining to the Department of Water and Sewerage Services (Proposal No. 2016Z-022TX-001). The bill was approved by the Planning Commission with an amendment. Mr. Elrod moved to defer the bill to the May public hearing, which motion was seconded and approved by a voice vote of the Council.

The bill was approved by the Planning Commission. Ms. Murphy requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Ms. Murphy moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by applying a Neighborhood Conservation Overlay District on various properties along Hillview Heights, Cisco Street and Inverness Avenue, northeast of Vaulx Lane and Dewees Avenue, zoned R10 (approximately 13.76 acres), all of which is described herein (Proposal No. 2017NHC-001-001). Mr. Sledge moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by amending a Planned Unit Development Overlay District on a portion of property located at 1031 Barnes Road and Barnes Road (unnumbered), approximately 130 feet west of Blackpool Drive, zoned AR2a and partially within a Planned Unit Development Overlay District (2.9 acres), to permit the addition of 2.9 acres, all of which is described herein (Proposal No. 2005P-003-002). The bill was approved by the Planning Commission with conditions, disapproved without.

An ordinance amending Section 17.16.250 of the Metropolitan Code of Laws to require the consent of adjacent property owners, Home Owner Associations, Condominium Associations, or other such community associations prior to issuance of a Short Term Rental Property permit (Proposal No. 2017Z-007TX-001). Mr. Bedne offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. - CONSENT AGENDA RESOLUTIONS -
A resolution approving an application for a Fort Negley Cultural Landscape Plan Grant from the Tennessee Historical Commission to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Historical Commission in conjunction with the Metropolitan Parks and Recreation Department and the Friends of Fort Negley, to hire a consultant to complete a Cultural Landscape Plan for Fort Negley. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution accepting a grant from the U.S. Department of Health and Human Services to the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to enhance access to a comprehensive continuum of high quality, community-based care for low income individuals and families with HIV disease. The resolution was approved by the Budget and Finance and the Health, Hospitals, and Social Services Committees.
A resolution accepting a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide comprehensive care coordination services to eligible children with special healthcare needs. The resolution was approved by the Budget and Finance and the Health, Hospitals, and Social Services Committees.
A resolution authorizing the Director of Public Property, or his designee, to exercise an option to acquire real property by purchase for use as part of a stormwater improvement project (Proposal No. 2017M-016PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Planning, Zoning, and Historical, and Public Works Committees.
A resolution approving an intergovernmental agreement by and between the State of Tennessee, Department of Transportation, the Metropolitan Government of Nashville and Davidson County, acting by and between the Department of Public Works, and the City of Millersville for the replacement of Old Shiloh Road Bridge, Federal Project No. BRZ-9312(116), State Project No. 19960-3559-94 (Proposal No. 2017M-005PR-001).
