The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Imam AhmedulHadi sharif, Imam & Interim Executive Director at Islamic Center Of Tennessee.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Community Education Commission
The Rules, Confirmation, and Public Elections Committee recommended Dr. Edward Hantel and Mr. Bernard Pickney for a terms expiring October 1, 2019. Mr. Shulman moved that they be elected by acclamation, which motion was seconded and adopted by a voice vote of the Council.
CATV Special Committee
Appointment of Mr. Anthony Barton for a term expiring March 1, 2018. Mr. Barton will fill the unexpired term of Mr. Joel Sullivan. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Sexually Oriented Business Licensing Board
Appointment of Mr. Loyd Poteete for a term expiring October 7, 2020. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Transportation Licensing Commission
Reappointment of Mr. Patrick McNally for a term expiring October 10, 2018. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP zoning for various properties along Elvira Avenue, Maynor Avenue, and Keeling Avenue, approximately 600 feet west of Anderson Place, (5.82 acres), to permit a maximum of 221 residential units, all of which is described herein (Proposal No. 2016SP-087-001). The bill was disapproved by the Planning Commission. Mr. Scott Davis requested a hearing from the public on this bill which had been previously advertised. A resolution authorizing the issuance, sale and payment of general obligation improvement bonds in an aggregate principal amount of not to exceed $500,000,000; and providing for the levy of taxes for the payment of debt service on the bonds. The resolution was approved by the Budget and Finance Committee.
A resolution approving an application for an Innovation Teams Grant from Bloomberg Philanthropies to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of the Mayor, to sponsor training, coaching, and support to Metropolitan departments for innovative problem solving. A resolution accepting a How’s Nashville Grant from the Dorothy Cate and Thomas F. Frist Foundation to The Metropolitan Government of Nashville and Davidson County for the use and benefit of the Metropolitan Nashville Social Services Commission in support of housing. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution approving a cooperative agreement between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and the Louisiana-Pacific Corporation to provide a Worksite POD for licensed medical employees and other licensed medical professionals specified by the Worksite POD with mass prophylaxis for distribution in the event of a public health emergency. The resolution was approved by the Health, Hospitals, and Social Services Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Demarcus Wilson against the Metropolitan Government of Nashville and Davidson County in the amount of $32,500.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution approving the election of certain Notaries Public for Davidson County. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.
A resolution requesting the Department of Codes Administration and the Department of Public Works to formulate recommendations for the Metropolitan Council to address the placement of heavy construction equipment that obstructs public streets, sidewalks, alleys and other rights-of-way. The resolution was approved by the Codes, Fair, and Farmers Market and Public Works Committees.
A resolution recognizing Mr. Homer R. Wheaton on the celebration of his 90th birthday, and as one of the greatest philanthropists in the Nashville area. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.
A resolution proclaiming that the citizens of Metropolitan Nashville and Davidson County will continue to welcome and to afford equal justice to all residents and visitors, regardless of race, color, religion, national origin, gender identity, sexual orientation, or other protected status. - RESOLUTIONS -
A resolution urging Live Nation Entertainment to take measures to ensure the equitable distribution and availability of tickets and to implement anti-scalping controls for events conducted at Ascend Amphitheater in Nashville & Davidson County. The Convention, Tourism, and Public Entertainment Facilities Committee recommended withdrawal. Mr. Shulman moved to withdraw the resolution, which motion was seconded and adopted by a voice vote of the Council.
A resolution allowing exemption of motor vehicles registered in Davidson County that are three (3) or less model years old from the required vehicle inspection and maintenance program to attain or maintain compliance with national ambient air standards. The resolution was not recommended for approval by the Health, Hospitals, and Social Services Committee.
