The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Pastor Cynthia Rogan of Church On The Rock.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Metropolitan Action Commission
Reappointment of Ms. Karen Doty for a term expiring February 2, 2020. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Emergency Communications District Board
Reappointment of Mr. David Gleason for a term expiring February 14, 2021. At the request of the nominee, the confirmation was deferred.
Appointment of Ms. Charlane Oliver for a term expiring February 14, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Board of Fair Commissioners
Appointment of Mr. Jason Bergeron for a term expiring April 6, 2022. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Planning Commission
Appointment of Mr. Ron Gobbell for a term expiring March 31, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Dr. Pearl Sims for a term expiring March 31, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Solid Waste Region Board
Appointment of Mr. Don Majors for a term expiring December 15, 2018. Mr. Majors will fill the unexpired term of Mr. Daniel D. Lane. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
President Briley announced that due to the resignation of Judge Casey Moreland, a vacancy now exists in the office of General Sessions Judge, which vacancy is to be filled by the Metropolitan Council. Pursuant to Rule No. 44 of the Metropolitan Council Rules of Procedure, nominations must be filed with the Metropolitan Clerk not later than 4:00 pm on Tuesday, April 11, 2017 and an election to fill the vacancy will be conducted at the regular meeting of the Council on May 16, 2017.
- RESOLUTIONS ON PUBLIC HEARING-
A resolution exempting Holland House Bar & Refuge located at 935 West Eastland from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. Mr. Scott Davis requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. Mr. Davis requested a suspension of the rules to allow the resolution to be considered as the Public Safety, Beer, and Regulated Beverages Committee did not make a recommendation due to a lack of quorum and no objection was made. The resolution was approved by the Planning Commission, Budget and Finance, Education, and Planning, Zoning, and Historical Committees.
A resolution accepting a grant from the Friends of Metro Dance to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Parks and Recreation Department, to provide a semi-permanent dance floor to be installed at the Z. Alexander Looby Theater. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution approving Amendment One to a sub-recipient grant agreement by and between the Metropolitan Development and Housing Agency (MDHA) and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Social Services/Metropolitan Homelessness Commission, to provide services for homelessness persons housed through the 100,000 Homes Campaign and to provide outreach to persons living in encampments. A resolution approving Amendment Six to a grant from the U.S. Environmental Protection Agency to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to fund an ongoing program to protect air quality to achieve established ambient air standards and protect human health. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Lamar J. Murray, Sr. against the Metropolitan Government of Nashville and Davidson County in the amount of $10,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
