- ELECTIONS AND CONFIRMATIONS -
Transportation Licensing Commission
Appointment of Mr. Patrick McNally for a term expiring October 10, 2014. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Davis moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
- CONSENT AGENDA RESOLUTIONS -
A resolution approving Amendment One to a grant from the State of Tennessee, Department of Human Services, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Davidson County Juvenile Court, to establish and enforce federal and state mandated child support program guidelines for children born out of wedlock. The resolution was approved by the Budget and Finance Committee.
A resolution approving a contract for services by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and Vanderbilt University to make available to potentially eligible individuals information about WIC program benefits and how to apply for those benefits. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving Amendment One to a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, for breast and cervical cancer screenings. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving Amendments One and Two to a grant from the U.S. Department of Health and Human Services to the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to enhance access to comprehensive high quality, community-based care for low income individuals and families with HIV disease. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving an intergovernmental agreement by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, and Tennessee State University for extra-duty police services. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.

A resolution approving an Interlocal Agreement between the State of Tennessee, Department of Transportation, and The Metropolitan Government of Nashville and Davidson County, acting by and through its Department of Public Works, for pavement resurfacing of 1.86 miles of street surface located on Myatt Drive, (S.A. 1921 (4)). The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution approving Amendment Two (2) to a Safe Routes to Schools Grant Agreement between the State of Tennessee, Department of Transportation, and The Metropolitan Government of Nashville and Davidson County, acting by and through its Department of Public Works, for an extension of the completion date to October 20, 2013, for the construction of 1,570 linear feet of sidewalk along Oakwood Avenue in the vicinity of Tom Joy Elementary School, PIN 112312.00. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing the acquisition of twenty (20) additional easements for use in Project No. 10-SG-0083, Lakewood Laterals and Rehabilitation (Proposal No. 2011M-008ES-003). The resolution was approved by the Planning Commission, Budget and Finance, Public Works and Planning, Zoning and Historical Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the Metropolitan Government’s personal injury claim against David Gares. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the Metropolitan Government’s property damage claim against Donna Pippins. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claims of Robert and Lynn Robinson against the Metropolitan Government of Nashville and Davidson County in the amount of $113,443.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.

The resolution was approved by the Budget and Finance Committee. Mr. Matthews moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.
RESOLUTION NO. RS2012-489
A resolution approving the appropriation of $1,000,000 of income in the Capital Mall Urban Development Action Grant (UDAG) to the Metropolitan Development and Housing Agency for the benefit of HCA Health Services of Tennessee, Inc. and other affiliates of HCA Holdings, Inc., including Parallon Business Solutions, LLC, HealthTrust Purchasing Group, L.P., and Sarah Cannon Research Institute, LLC. Mr. Matthews offered a substitute resolution and moved that it be accepted for filing and which motion was seconded and adopted by a voice vote of the Council.
SUBSTITUTE RESOLUTION NO. RS2012-489
A resolution appropriating $1,050,000 of income from the Capitol Mall Urban Development Action Grant (UDAG) to the Metropolitan Development and Housing Agency for the benefit of HCA Health Services of Tennessee, Inc. and other affiliates of HCA Holdings, Inc., including Parallon Business Solutions, LLC, HealthTrust Purchasing Group, L.P., and Sarah Cannon Research Institute, LLC, and for job recruitment efforts. The resolution was approved by the Budget and Finance Committee. Mr. Matthews moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.

An ordinance amending Chapter 2.78 of the Metropolitan Code pertaining to the future operation of the Tennessee State Fairgrounds property. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Codes, Fair and Farmers Market Committees by a voice vote of the Council.
An ordinance amending the Metropolitan Employee Benefit System to provide a retirement incentive to employees of the Metropolitan Government who otherwise qualify for retirement as of February 28, 2013. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Personnel-Public Information-Human Resources-Housing Committees by a voice vote of the Council.
An ordinance amending section 4.46.060 of the Metropolitan Code pertaining to the Procurement Nondiscrimination Program to change the frequency of benchmarking. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.
An ordinance approving the Metropolitan Government to acquire permanent and temporary easements for the Primrose Circle Stormwater Improvement Project on seven (7) properties located along Primrose Circle (Project No. 13-SWC-0026) (Proposal No. 2012M-032ES-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance, Public Works and Planning, Zoning and Historical Committees by a voice vote of the Council.
An ordinance approving the Metropolitan Government to abandon approximately 135 feet of an 8 inch public sewer main with one manhole and to accept approximately 150 feet of an 8 inch public sewer main with three manholes for Project No. 10-SL-0167 on property located at 113 Page Road (Proposal No. 2012M-027ES-001). The bill was approved by the Planning Commission. An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for the Metropolitan Government of Nashville and Davidson County by abandoning Johnstone Court right-of-way (Proposal No. 2012M-013AB-001).
