Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend Bill Barnes.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
The roll was called and the following members were present during the progress of the meeting: Ferrell, Waters, Briley, Gentry, Tucker, Gilmore, Black, Nollner, Majors, Hall, Beehan, Campbell, Hart, Dillard, Balthrop, Brown, Ponder, Derryberry, Loring, McClendon, Greer, Hausser, Wallace, Haddox, Whitmore, Hand, Bogen, Summers, Shulman, Arriola, Sontany, Alexander, Holloway, Kerstetter, Knoch, Jenkins, Turner, Williams, Lineweaver, and President Steine (40); Absent: Stanley (1).
Mr. Wallace moved to adopt temporary rules of procedure until permanent rules are adopted, which motion was seconded and adopted by a voice vote of the Council.
Mr. Wallace moved to incorporate into these minutes the 1999-2000
committee assignments and committee chair appointments, which motion was seconded and
adopted by a voice vote of the Council. (See final page of minutes for committee

- ELECTIONS AND CONFIRMATIONS -
Director of Finance
Appointment of Mr. David L. Manning for term set by Charter. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the committee had considered and recommended the confirmation of Mr. Manning as the Metropolitan Director of Finance. Mr. Waters moved to confirm the confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Board of Public Education
The President announced that an election would be held to fill the unexpired term of Nikki Meyer on the Metropolitan Board of Public Education as the School District No. 3 representative, which term expires August 31, 2000. Ms. Beehan nominated Ms. Patricia E. Crotwell, which motion was seconded. Mr. Hart nominated Ms. Connie Spurlin, which motion was seconded. There being no further nominations, without objection the nominations ceased. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the committee had considered and found both candidates to be qualified for the position. A ballot was taken, and the Clerk confirmed the vote as follows:

President Pro Tem
The President called for nominations for President Pro Tem of the Council for a one-year term expiring August 31, 2000. Mr. Black nominated Mr. Ferrell, which motion was seconded. There being no further nominations, without objection the nominations ceased and Mr. Ferrell was elected by a unanimous voice vote of the Council as President Pro Tem of the Council for a one-year term expiring August 31, 2000.
Planning, Zoning, Historical and Port Authority Committee Chair
The President called for nominations to elect a chair of the Council Planning, Zoning, Historical and Port Authority Committee for a two-year term expiring August 31, 2001. Mr. Jenkins nominated Mr. Ponder, which motion was seconded. There being no further nominations, without objection the nominations ceased and Mr. Ponder was elected by a unanimous voice vote for a two-year term expiring August 31, 2001.
Traffic and Parking Committee Chair
The President called for nominations to elect a chair of the Council Traffic and Parking Committee for a two-year term expiring August 31, 2001. Ms. Gilmore nominated Ms. Holloway, which motion was seconded. Ms. Hand nominated Mr. Lineweaver, which motion was seconded. There being no further nominations, the President declared the nominations closed. A ballot was taken, and the Clerk confirmed the vote as follows:

An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to accept a donation in the amount of $30,000 from CNA Life. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Traffic and Parking Committees by a voice vote of the Council.
An ordinance amending the contract by and between Vanderbilt University and the Metropolitan Government by and through its Department of Fire, Emergency Ambulance & Rescue Division for an Exposure Control Consultant that was approved by O95-16, by permitting yearly extension of the agreement. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Safety-Beer, Wine and Whiskey Committees by a voice vote of the Council.
An ordinance approving an affiliation agreement and its amendment between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Fire Department, Division of Emergency Medical Services (EMS), and Volunteer State Community College, permitting students from Volunteer State Community College to participate in a clinical experience with EMS, and its amendment which extends the affiliation agreement for an additional year. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Safety-Beer, Wine and Whiskey Committees by a voice vote of the Council.
An ordinance approving a grant agreement by and between the State of Tennessee Commission on Children and Youth, and The Metropolitan Government of Nashville and Davidson County, acting through the Juvenile Court for the improvement of juvenile court services. An ordinance authorizing the acceptance of a donation of certain property and an associated permanent easement for the use and benefit of the Metropolitan Board of Parks and Recreation (Part of Parcel 139 on Tax Map 97 - on Bell Road at Dodson Chapel Road). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance, Parks, Library, Recreation and Auditorium and Planning, Zoning, Historical and Port Authority Committees by a voice vote of the Council.
An ordinance to approve the granting of a permanent easement from The Metropolitan Government of Nashville and Davidson County, Tennessee, to the Tennessee Valley Authority for the location of overhead fiber optic lines on property owned by the Metropolitan Government (Tax Map 105-12, Parcel 50 501 Interstate Boulevard South). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission, Public Works and Planning, Zoning, Historical and Port Authority Committees by a voice vote of the Council.
An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, by closing a 150 foot unbuilt portion of Valeria Street, directly west of the Valeria Court/Sterling Boone Drive intersection (Proposal No. 99M-022U), all of which is more particularly described herein.
