The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Pastor Steven W. Van Hooser of Matthews Memorial United Methodist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS40 to SP zoning for properties located at 6030 and 6034 Sedberry Road, at the southwest corner of Sedberry Road and Old Harding Pike (1.34 acres), to permit up to eight single-family detached residential units, all of which is described herein (Proposal No. 2013SP-041-001). The bill was approved by the Planning Commission, with conditions and disapproved without. Ms. Evans moved to defer the bill to the February public hearing, which motion was seconded and adopted by a voice vote of the Council.
- CONSENT AGENDA RESOLUTIONS -
A resolution accepting a grant from The Memorial Foundation to The Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Arts Commission, for support of the 2014 Americans for the Arts Convention in Nashville. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Director of Public Property, or his designee, to exercise an option to purchase real properties known as Map 053-00-0 Parcel No. 010.00 for recreational use in the parks system (Proposal No. 2013M-047PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Parks, Library and Recreation and Planning, Zoning and Historical Committees.
A resolution accepting a grant from the State of Tennessee, Department of Agriculture, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Works Department, to re-establish the tree canopy in the Nashville downtown inner loop. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution accepting a grant from Marathon Petroleum Company LP to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Fire Department, to purchase items such as foam, foam nozzles, air monitors, or other items to assist when responding to hazardous material incidents. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution approving an application for an Assistance to Firefighters Grant from the United States Department of Homeland Security to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Fire Department. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution approving Amendment One to a grant from the Greater Nashville Regional Council to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Social Services Commission, to provide meals that meet RDA nutritional guidelines at congregate meal sites, meal delivery services, and transportation to eligible seniors and handicapped residents. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Dirie Abshir against the Metropolitan Government of Nashville and Davidson County in the amount of $18,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the property damage claim of Curt Casassa against the Metropolitan Government of Nashville and Davidson County in the amount of $17,214.97, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution approving the election of certain Notaries Public for Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution recognizing the 2013 UNA Bears BBB Football Team. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution recognizing the 2013 UNA Bears CCC Football Team. The resolution was approved by the Rules-Confirmations-Public Elections Committee.

A resolution appropriating Thirteen Million One Hundred Thousand Dollars ($13,100,000) from the Undesignated Fund Balance of the Metropolitan Nashville Public Schools General Purpose Fund for the benefit of Metropolitan Nashville Public Schools. The Budget and Finance Committee recommended deferment. Mr. Mitchell moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.
A resolution extending the license and franchise of Nashville Gas Company for an additional period. The Budget and Finance and Public Works Committees recommended deferment. Mr. Steine moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.
