Metropolitan Council Meeting

Tuesday, January 5, 1999


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilmember Charles French.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The communication was received and read. Mr. French, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the reappointment of Ms. Elliott to the Board of Hospitals. Mr. French moved to confirm the reappointment, which motion was seconded and adopted by a unanimous vote of the Council.

- ELECTIONS -

The President announced that an election would be held at this time to fill an unexpired term on the Industrial Development Board of The Metropolitan Government of Nashville and Davidson County. Nominations previously made were: Hal Rosson, Jr. and Robert H. Napier. Mr. French, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that Mr. Napier had withdrawn his name from consideration and that the Committee had interviewed and recommended the election of Mr. Rosson. Mr. French moved that the Council elect Mr. Rosson for a term expiring August 23, 2001, which motion was seconded and adopted by a unanimous vote of the Council.

Without objection a resolution to certify the election was considered.

RESOLUTION NO. R99-1383

A resolution electing one member to the Board of Directors of the Industrial Development Board of The Metropolitan Government of Nashville and Davidson County. A resolution recognizing the Horse Mounted Patrol Unit of the Metropolitan Police Department.

RESOLUTION NO. R99-1375

A resolution recognizing all Veterans Service Organizations for their outstanding contributions to Nashville and Davidson County, and requesting the Metropolitan Fair Board to provide a booth at the annual Tennessee State Fair at no charge for use by all Veterans Service Organizations to promote the various Veterans activities and services.

RESOLUTION NO. R99-1376

A resolution honoring the Remote Area Medical Team (RAM), the Davidson County Academy of Veterinary Medicine, and the Southern Alliance for Animal Welfare.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by canceling the Planned Unit Development District abutting the east margin of Old Hickory Boulevard, 140 feet south of Tolbert Road (3.10 acres), (Proposal No. 88P-045G), all of which is more particularly described herein. The bill was approved by the Planning Commission. Mr. Crafton moved to defer action indefinitely on the bill at the request of the petitioner Hiebert and Associates, which motion was seconded and adopted by a voice vote of the Council.

BILL NO. O98-1318

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from SCN District to CL District, property located on the east margin of Old Hickory Boulevard (unnumbered), approximately 100 feet south of the Old Hickory Boulevard/Tolbert Road intersection (3.10 acres), (Proposal No. 98Z-102G), all of which is more particularly described herein. The bill was approved by the Planning Commission. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 District to RM40 District property located at 2016A 24th Avenue North, approximately 200 feet south of Clarksville Pike (.20 acres), (Proposal No. 98Z-171U), all of which is more particularly described herein. The bill was approved by the Planning Commission. Mr. Haddox requested a hearing from the public on this bill which had been previously advertised. The bill was approved by the Planning Commission. Mr. Crafton requested a hearing from the public on this bill which had been previously advertised. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R40 District to OR40 District properties located at 694 Old Hickory Boulevard and Old Hickory Boulevard (unnumbered), at the southern terminus of Trousdale Drive (40.5 acres), (Proposal No. 98Z-176U), all of which is more particularly described herein. The bill was approved by the Planning Commission. Mr. Jenkins requested a hearing from the public on this bill which had been previously advertised. BILL NO. O98-1479

An ordinance amending Title 17 of the Metropolitan Code of Laws by amending Chapter 17.04 relating to the definition of assisted care living, all of which is more particularly described herein. The bill was disapproved by the Planning Commission. Mr. Lineweaver requested permission to withdraw the bill, which permission was granted by a unanimous vote of the Council.

BILL NO. O98-1480

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 District to CS District property located at 2111, 2121, 2035 and 2135 Antioch Pike, and from CS to R8 District property located at 2113 Antioch Pike, approximately 800 feet south of Richards Road (12.4 acres), (Proposal No. 98Z-187U), all of which is more particularly described herein.
