Civil Service Commission
Reappointment of Ms. D. Billye Sanders for a term expiring March 31, 2022. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Convention Center Authority
Appointment of Ms. Leigh Walton for a term expiring September 30, 2020. Ms. Walton will fill the unexpired term of Mr. Luke Simons. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Emergency Communications District Board
Reappointment of Mr. David Gleason for a term expiring February 14, 2021. At the request of the nominee, the confirmation was deferred.
Nashville Education Community and Arts TV(NECAT)
Appointment of Ms. Caren Gabriel for a term expiring February 5, 2018. Ms. Gabriel will fill the unexpired term of Mr. Roderick Spann. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Board of Plumbing Examiners and Appeals
Appointment of Ms. Valarie Franklin for a term expiring March 10, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Public Library Board
Reappointment of Ms. Joyce Searcy for a term expiring April 6, 2024. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Without objection, BL2017-656 was taken out of order.
An ordinance naming the Bridge over I-40 / I-65 between 11th Avenue North and 12th Avenue North along the 1100 block of Jefferson Street in honor of Bishop Joseph W. Walker, III. The bill was approved by the Planning, Zoning, and Historical and Public Works Committees. Ms. Gilmore moved to pass the bill on third reading, which motion was seconded. After discussion, Mr. Pulley called for the previous question, which motion was seconded and adopted by a voice vote of the Council. - CONSENT AGENDA RESOLUTIONS -
A resolution approving an intergovernmental agreement by and between the State of Tennessee, Department of Transportation, and the Metropolitan Government of Nashville and Davidson County, acting through the Department of Public Works, for the acceptance of work in connection with the construction of a State Industrial Access Road serving Centurion Stone, State Project No. 19960-3560-04, PIN 125278.00 (Proposal No. 2017M-013PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Planning, Zoning, and Historical, and Public Works Committees.
A resolution authorizing the Director of Public Property, or his designee, to exercise an option to purchase a portion of real property (Map 092-07-0 Parcels 358.00, 359.00 & 360.00) for the use and benefit of the Metropolitan Nashville Public Schools (Proposal No. 2017M-020PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Education, and Planning, Zoning, and Historical Committees.
A resolution authorizing the execution of a Memorandum of Understanding between The Metropolitan Government of Nashville and Davidson County and the Metropolitan Development and Housing Agency (“MDHA”). The resolution was approved by the Affordable Housing, Budget and Finance, and Personnel, Public Information, Human Relations, and Housing Committees.
A resolution approving the selection of the Neighborhoods Resource Center by the Department of Codes Administration to operate the Codes Offender School. The resolution was approved by the Budget and Finance and Codes, Fair, and Farmers Market Committees.
A resolution approving Amendment Ten to a grant from the State of Tennessee, Tennessee Emergency Management Agency, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Finance, to provide public assistance pursuant to Presidential Disaster Declaration number FEMA-1909-DR-TN to complete repairs and/or replacement to facilities damaged during April and May 2010. The resolution was approved by the Budget and Finance Committee.

A resolution approving four amendments to four agreements between The Metropolitan Government of Nashville and Davidson County and the State of Tennessee, Department of Environment and Conservation, concerning maintenance of closed solid waste disposal facilities. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution amending RS2015-10, which approved an application for the 2016 Severe Repetitive Loss Buyout Project Grant from the State of Tennessee, Tennessee Emergency Management Agency, to The Metropolitan Government of Nashville and Davidson County, to add to that resolution the maximum prices to be paid for each parcel consistent with BL2010-765. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution confirming the appointment of Leigh Walton to the board of directors of The Convention Center Authority of the Metropolitan Government of Nashville and Davidson County for the remainder of the unexpired term of William Lucas Simons following his resignation. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.
A resolution recognizing Tracey McCartney, Executive Director of The Tennessee Fair Housing Council. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.
A resolution recognizing May 2017 as American Stroke Month. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.
A resolution recognizing May 1 through May 5, 2017, as “Show Your Love for Teachers” Kick-off Week in Metropolitan Nashville/Davidson County. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.

- RESOLUTIONS -
A resolution requesting all officers, department directors, and other heads of all boards, commissions, authorities, and other agencies of Metropolitan Government submitting requests for funds for the ensuing fiscal year for capital improvements to the Director of Finance, as required by the Charter of Metropolitan Government, to submit copies of such requests to the Metropolitan Council at the same time of such submissions to the Director of Finance. The Budget and Finance Committee recommended deferment at the request of the sponsor. Mr. Glover moved to defer the resolution to the second meeting in May, which motion was seconded and approved by a voice vote of the Council.
A resolution adopting a policy requiring a limitation on the amount of debt service funds appropriated for the amortization of general service bonds and urban service bonds in the annual operating budget of Metropolitan Government in relation to the total expenditures of the annual operating budget for all purposes. The Budget and Finance Committee recommended deferment at the request of the sponsor. Mr. Glover moved to defer the resolution to the second meeting in May, which motion was seconded and approved by a voice vote of the Council.
A resolution providing amendments to the Charter of the Metropolitan Government of Nashville and Davidson County, Tennessee, in accordance with Article 19, Sec. 19.01, and setting forth a brief description of each amendment to be placed on the ballot. The Charter Revision Committee recommended indefinite deferment at the request of the sponsor. Mr. Leonardo moved to defer the resolution indefinitely, which motion was seconded and approved by a voice vote of the Council.
A resolution declaring surplus and authorizing the grant of real property to certain nonprofit organizations, (Proposal No. 2017M-014PR-001), and authorizing grants not exceeding $1,775,904.30 from the Barnes Fund for Affordable Housing to certain nonprofit organizations selected for the express purpose of constructing and rehabilitating affordable or workforce housing. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a to SP zoning for property located at 2040 Hickory Hill Lane, approximately 105 feet northwest of Bonna Creek Drive (285.03 acres), to permit up to 500 single-family lots, all of which is described herein (Proposal No. 2016SP-046-001). The bill was approved by Planning Commission with conditions, disapproved without. The bill was approved by the Planning, Zoning, and Historical Committee. Mr. Rhoten moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.

Rules, Confirmation, and Public Elections Committee Chair Shulman announced that eight (8) candidates have applied for the existing General Sessions Judge position to be filled by the Metropolitan Council. The Rules, Confirmation, and Public Elections Committee will interview all candidates on Monday, May 1, 2017 at approximately 5:30 pm and an election to fill the vacancy will be conducted at the regular meeting of the Council on May 16, 2017.
