RESOLUTION NO. RS2017-615

A resolution requesting all officers, department directors, and other heads of all boards, commissions, authorities, and other agencies of Metropolitan Government submitting requests for funds for the ensuing fiscal year for capital improvements to the Director of Finance, as required by the Charter of Metropolitan Government, to submit copies of such requests to the Metropolitan Council at the same time of such submissions to the Director of Finance.

WHEREAS, the Charter of Metropolitan Government in Section 6.13 requires the Director of Finance to obtain annually from all officers, departments, boards and commissions and other agencies of Metropolitan Government requesting funds from the Metropolitan Government for capital improvements, such information as necessary to enable the preparation of the capital improvements budget of Metropolitan Government. Section 6.13 further provides that such capital improvements budget be submitted to the Metropolitan Council not later than May 15th; and that such budget must be acted upon finally by the Council not later that the fifteenth day of June following its submission. The Council shall not authorize an expenditure for the construction of any building, structure, work or improvement unless the appropriation for such project is included in its capital improvements budget, except to meet a public emergency; and

WHEREAS, in order for the Council to have sufficient time and information to adequately consider the adoption of the capital improvements budget and the adoption of a Capital Spending Plan proposed by the Mayor, if any, such information originally submitted to the Director of Finance should be transmitted to the Council at the same time as originally submitted to the Director of Finance.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan County Council hereby goes on record as requesting that all officers, department directors, and other heads of all boards, commissions, authorities, and other agencies of Metropolitan Government submitting requests for funds for the ensuing fiscal year for capital improvements to the Director of Finance, as required by the Charter of Metropolitan Government, to submit copies of such requests made to the Council at the same time of such submissions to the Director of Finance.

Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to all of the officers, department directors, and other heads of all boards and commissions, authorities and other agencies of Metropolitan Government.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
