The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Pastor Jefferson M. Furtado of Neely’s Bend United Methodist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

At this time Mr. Harmon moved that at the time of adjournment of this meeting, all previously deferred Resolutions and Ordinances still pending at that time be withdrawn and that the Council adjourn sine die, which motion was seconded and adopted by a voice vote of the Council.
- MAYOR’S MESSAGE -
Mayor Karl Dean addressed the Metropolitan Council with the following statement:
Vice Mayor Neighbors and Council Members:
As you meet for the final time, I want to say thank you to each of you. Each of you has made a lot of sacrifices over the past four years – and, in many cases, eight years. You’ve done that because you love your city and the people who live here. You’ve put in long hours for some pretty low wages because you’re committed to making people’s lives better. Whether you were calling Public Works to get a pothole patched up, working to bring a new library or community center to your district, or helping your constituents pull drywall out of their flooded homes, you were serving the public every day. Thank you for your service, your friendship and your advice. I especially want to thank Vice Mayor Neighbors for her leadership. The city has been lucky to have Diane leading the legislative branch for the past eight years. She’s kept the council moving, and we couldn’t have accomplished what we have without her. Jon Cooper and the rest of the council staff, as well as Shannon Hall, Marlene Fuller and the staff of the Metro Clerk’s office, also deserve our thanks for their tireless work to prepare and review legislation, get ready for each meeting, record every action and stay here until the final vote, no matter how late the hour. I also want to thank the council, as a body, for being a great partner with my administration over the past eight years. We’ve accomplished a tremendous amount together, and we can see it all over this city. We’ve made neighborhoods throughout Nashville and Davidson County better and safer by building schools, libraries, parks, community centers, sidewalks, greenways, fire stations, bike lanes, bus shelters, and water, sewer and stormwater projects. We’ve consistently increased the budget for schools and watched the dropout rate go down as the graduation rate has gone up. We’ve put half a billion dollars into school construction and renovations. We’ve made our police force the largest in our city’s history and created two new police precincts, and crime keeps going down. The number of homicides has reached record lows each of the past two years. And we’ve helped bring thousands and thousands of jobs to Nashville. I’ve been in government a long time, and I’ve helped create my share of government programs, but there is no program that can do what a job can do to create opportunity and make dreams come true. By having the confidence to invest in itself, Nashville has shown the private sector why it should invest, too. We can see it in the cranes dotting the skyline, and we can see it in our city’s property tax and sales tax revenues. We’ve invested in the Music City Center and a new riverfront park and amphitheater. Now more than a dozen hotels are going up or being developed in and around downtown, and the Country Music Hall of Fame and Museum is on track to see a million visitors this year. We took a dying mall in Antioch and transformed the property with a massive infusion of new facilities and services that were long overdue for the fastest-growing part of our city. HCA, Asurion and Community Health Systems are investing there, too. After years of anticipation, we’re also getting ready to see the transformation of the old Bellevue mall – which has long been a dead space in the middle of a vibrant community – into an exciting mixed-use project that will bring plenty of construction work and permanent jobs. We converted an old Peterbilt building in Madison into a police precinct, DNA crime lab and the Metro Transit Authority’s headquarters. And we turned a series of vacant lots and parking lots into First Tennessee Park, the beautiful new ballpark for the Nashville Sounds at Sulphur Dell, baseball’s historic home in the city. Dozens of projects, worth tens of millions of dollars, are now in the works within walking distance of the ballpark. We were able to do all of this because we stuck to our priorities, even when times were tough: education, public safety and economic development. We knew that, no matter how difficult the economy got, we couldn’t afford to take our eye off the ball. And we knew that, as I’ve said since my first campaign, it’s all connected. Children who feel safe are able to learn and grow and eventually contribute to our economy. And good schools and safe neighborhoods make companies want to bring jobs here. We haven’t done it alone. We’ve had great partners in the private sector and the nonprofit community, partners who have been instrumental collaborators in some extraordinary work. And we’ve been fortunate to serve the people of Nashville, who always seem to make the right decision and rise to the occasion when they’re under pressure, whether it’s a referendum on how our government will communicate with immigrants or a historic natural disaster that tests every one of us. Because of the way we’ve worked together as a community, because of the way we’ve welcomed New Americans, because of the way we bounced back from the flood and the recession, and because of the way we’ve grown, Nashville is the envy of other cities across the country. I know many of you are moving on after tonight. Some of you will be here another four years. And some of you have to wait a few more weeks before you know if you’ll be back. But, whatever the future holds for you, I thank you for the work you’ve done to make this city a better place. I always say it, and I mean it from the bottom of my heart: Nashville’s best days are still ahead of us. Thank you.

Appointment of Ms. Renata Soto for a term expiring September 30, 2016. Ms. Soto will fill the unexpired term of Mr. Francis Guess. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Gas/Mechanical Examiners Appeals Board
Reappointment of Mr. Milton Henderson for a term expiring August 1, 2019. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Historical Commission
Reappointment of Mr. Jim Forkum for a term expiring August 1, 2019. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Mr. Bill Hardin for a term expiring August 10, 2018. Mr. Hardin will fill the unexpired term of Ms. Lula Brooks. Nashville Education, Community and Arts Television Corporation (NECAT)
Appointment of Ms. Gisela Moore for a term expiring February 5, 2016. At the request of the appointee, the confirmation was withdrawn.
Sports Authority
Appointment of Mr. J. David Wicker, Jr. for a term expiring February 17, 2016. Mr. Wicker will fill the unexpired term of Mr. J. D. Elliott. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Tourism and Convention Commission
Appointment of Mr. Bill Farrell, Jr. for a term expiring June 30, 2018. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
- RESOLUTION ON PUBLIC HEARING -
A resolution exempting Keisha’ Ballroom & Deli at 1315 Lischey Avenue from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. Mr. Scott Davis requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. - CONSENT AGENDA RESOLUTIONS –
A resolution authorizing and providing for the issuance and sale of water and sewer revenue bond anticipation notes in an amount not to exceed $200,000,000 at any one time in the form of commercial paper of The Metropolitan Government of Nashville and Davidson County; authorizing and providing for one or more dealer agreements, issuing and paying agency agreements, and liquidity facility agreements; and providing for certain other matters related thereto. The resolution was approved by the Budget and Finance Committee.
A resolution approving a grant contract to United Way of Metropolitan Nashville from the Metropolitan Government for the continuation of the Nashville Financial Empowerment Center. The resolution was approved by the Budget and Finance Committee.
A resolution approving an agreement by and between the Metropolitan Nashville Arts Commission and Fifth Third Bank concerning sponsorship of Artober Nashville. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a grant from the State of Tennessee, Department of Transportation, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Davidson County Sheriff’s Office, to reduce litter along county, state, and interstate highways within Davidson County. A resolution approving an interlocal agreement between the Emergency Communications District for Nashville and Davidson County and The Metropolitan Government of Nashville and Davidson County for provision of services and reimbursement of costs pertaining to 911 services. A resolution approving Amendment One to the contract between The Metropolitan Government of Nashville and Davidson County and Concentra Health Services, Inc., for the provision of medical services for employees who have sustained an occupational injury. A resolution approving an Intergovernmental Agreement by and between Tennessee State University and The Metropolitan Government of Nashville and Davidson County, acting by and through its Department of Water Services, identifying the regulatory responsibilities of both Tennessee State University and the Department of Water Services, with respect to stormwater, floodplain and construction site management. A resolution approving a joint funding agreement with the United States Department of the Interior, United States Geological Survey, to acquire LiDAR derived high-resolution elevation data for Nashville and Davidson County.
