The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Pastor Mark Freeman of the Temple of Peace.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- COMMITTEE REPORTS ON MATTERS OTHER THAN LEGISLATION -
At the request of the sponsor and recommendation of the Rules-Confirmations-Public Elections Committee, the proposed amendments to Rule Nos. 7, 8, 11, 37 and 51 of the Rules of Procedure of the Metropolitan Council were deferred.
The President announced vacancies in the offices of Public Administrator, Public Guardian, and Public Trustee for four-year terms, which appointments are made by the Metropolitan Council pursuant to state law. Nominations must be filed with the Metropolitan Clerk not later than 4:00 p.m. on Tuesday, December 11, 2007, and an election to fill the offices will be conducted at the meeting of January 8, 2008, in accordance with Council Rule No. 43.

Alarm Appeals Board
Reappointment of Ms. Linda Lively for a term expiring November 5, 2009. At the request of the nominee, the confirmation was deferred to January 15, 2008.
Arts Commission
Appointment of Ms. Celeste Wilson for a term expiring January 1, 2010. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Community Access Television Corporation Board
Reappointment of Mr. Eric S. Butler for a term expiring October 10, 2010. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Mr. Don Hildebrand for a term expiring October 10, 2010. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Ms. Marcie Smeck for a term expiring October 10, 2010. At the request of the nominee, the confirmation was deferred.
Community Corrections Advisory Board
Reappointment of Ms. Janet Page for a term expiring September 30, 2009. Ms. Page is the nominee of State Board of Probation and Paroles. At the request of the nominee, the confirmation was deferred.
Electrical Examiners and Appeals Board
Appointment of Mr. D. J. Robertson for a term expiring January 1, 2010. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Traffic and Parking Commission
Appointment of Mr. Feller Brown for a term expiring April 3, 2009. Mr. Brown will complete the unexpired term of Mr. Ed Owens. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Work Release Board
Reappointment of Dr. Doug Morgan for a term expiring January 1, 2012. Dr. Morgan is the nominee of Sheriff Daron Hall. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Ryman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claims of Deanna Covington and Jayson Covington against the Metropolitan Government for the amount of $15,000.00, and directing that this amount be paid from the Self-Insured Liability Fund. - MEMORIALIZING RESOLUTIONS -
A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to consider tying driving privileges for persons under twenty-one years to progress toward high school graduation. The Education and Public Safety-Beer and Regulated Beverages Committees recommended deferment. Mr. Crafton moved to defer the resolution to the second meeting in January, which motion was seconded and adopted by a voice vote of the Council.

A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and enact the necessary legislation to require metal recycling businesses and scrap metal dealers to maintain a record of transaction whenever copper materials are purchased from individuals, and to require proof of identification from the seller and the origin of the materials. The resolution was approved by the Public Works Committee. Mr. Crafton offered a substitute resolution and moved that it be accepted for filing and no objection was made.
