Metropolitan Council Meeting
Tuesday, November 2, 1999


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Dr. Rosemary Brown.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The roll was called and the following members were present during the progress of the meeting: Ferrell, Waters, Briley, Gentry, Tucker, Gilmore, Black, Nollner, Majors, Hall, Beehan, Campbell, Hart, Dillard, Balthrop, Brown, Ponder, Derryberry, Stanley, Loring, McClendon, Greer, Hausser, Wallace, Haddox, Whitmore, Hand, Bogen, Summers, Shulman, Arriola, Sontany, Alexander, Holloway, Kerstetter, Knoch, Jenkins, Turner, Williams, Lineweaver, and President Steine (41); Absent: (0).

Mr. Bogen moved that the Minutes of the meeting of October 19, 1999 be corrected to show that Mr. Bogen as chairman of the Parks, Library, Recreation and Auditorium Committee reported on the election of representatives to the Greenway Commission, which motion seconded and adopted by a voice vote of the Council. Without objection, the Minutes of the October 19, 1999 meeting were adopted as corrected.

- ELECTIONS AND CONFIRMATIONS -

Agricultural Extension Board

Reappointment of Mr. Henry Delvin to the Agriculture Extension Board. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Mr. Delvin to the Agricultural Extension Board. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

Reappointment of Ms. Carol Edwards to the Agriculture Extension Board.   Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Ms. Edwards to the Agricultural Extension Board. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

Reappointment of Mr. Bill Strasser to the Agriculture Extension Board. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Mr. Strasser to the Agricultural Extension Board. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

Arts Commission

Appointment of Ms. Ann Butterworth to the Metropolitan Arts Commission.    Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Ms. Butterworth to the Metropolitan Arts Commission. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

Historical Commission

Appointment of Mr. Reavis Mitchell to the Metropolitan Historical Commission.  Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Mr. Mitchell to the Metropolitan Historical Commission. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

Human Relations Commission

Appointment of Mr. Irwin Kuhn to the Metropolitan Human Relations Commission.  Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Mr. Kuhn to the Metropolitan Human Relations. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

Sexually–Oriented Business Licensing Board

Appointment of Roe Ellen Coleman to the Sexually-Oriented Business Licensing Board . Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation reported that the Committee had considered and recommended the appointment of Ms. Coleman to the Sexually-Oriented Business Licensing Board; further, that the Committee recommended deferment of the appointment of Ms. Coleman at this time. Mr. Waters moved to defer the appointment, which motion was seconded and adopted by a voice vote of the Council.

Sports Authority

Appointment of Rev. Forrest Harris to The Sports Authority of The Metropolitan Government of Nashville and Davidson County. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Rev. Harris to The Sports Authority. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

Taxicab and Wrecker Licensing Board

Reappointment of Mr. Randy Rayburn to the Taxicab and Wrecker Licensing Board.  Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Mr. Rayburn to the Taxicab and Wrecker Licensing Board. Mr. Waters moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

- ANNOUNCEMENTS -

The President announced that the nominations of Mr. Ross Alderman and Ms. Shirley Fitzgerald Corry had been received for the office of Public Defender. Mr. Waters, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and found both candidates to be qualified for the office. An election to fill the vacancy will be conducted at the regular meeting of the Council on November 16, 1999.

The President announced that Mr. Majors has been named to chair and appoint members to a standing solid waste subcommittee of the Council Public Works Committee. Mr. Majors reported that the following members have been named to the subcommittee:  Beehan,  Briley, Gilmore, Hall, Hand, Hausser, Knoch, Majors, Shulman, and Turner.

Notice was given by the President of one vacancy on the Health and Educational Facilities Board and four (4) vacancies on the Industrial Development Board, which vacancies by law are to be filled by the Council. Nominations will be taken at the meeting of November 16, 1999 and an election held to fill the vacancies at the meeting of December 7, 1999.

The President announced the appointment of the following ex officio members to the Bicycling, Pedestrian and Traffic Calming Advisory Committee: Councilmember Hausser; Judy Steele, MDHA; and Jane Alvis, Mayor’s Office.

Notice was given by the President that requests for proposed rule changes should be submitted to the Council Staff Director not later than November 8, 1999. Adoption of permanent Rules of Procedure of the Metropolitan Council is scheduled for the meeting of December 21, 1999.

A resolution approving the election of certain notaries public for Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections-Aviation Committee with an amendment.
