ELECTIONS AND CONFIRMATIONS
Auditorium Commission
Appointment of Ms. Leeanne Lisk for a term expiring June 30, 2019. Ms. Lisk will fill the unexpired term of Ms. Paulette Hanson. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Planning Commission
Appointment of Ms. Daveisha Moore for a term expiring March 31, 2020. Ms. Moore will fill the unexpired term of Ms. Brenda Diaz-Flores. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
CONSENT AGENDA RESOLUTIONS
A resolution appropriating a total of $1,000,000 from the Community Partnership Fund Account of the General Fund of the General Services District to various nonprofit organizations selected to receive community partnership grant funds. The resolution was approved by the Budget and Finance Committee.
A resolution approving and authorizing the Director of Public Property Administration, or his designee, to accept a donation of real property along Old Springfield Highway from the City of Goodlettsville (Maps and Parcels 018-00-0/125.00, 018-04-0/007.00 and 018-08-0/003.00) for use as part of the parks system (Proposal No. 2017M-041PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Parks, Library, and Recreation, and Planning, Zoning, and Historical Committees.
A resolution accepting a T.O.T.A.L. (Totally Outstanding Teen Advocates for the Library) Grant from the Nashville Public Library Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Library, to advocate for the library among their peers and the community at large, to plan and implement programs for teens, and to represent the library at community events, meetings, and institutions. A resolution approving Amendment One to the license agreement between the Metropolitan Government, acting by and through the Nashville Farmers’ Market, and the State of Tennessee for parking for the Nashville Farmers’ Market (Proposal No. 2017M-040PR-001). A resolution approving a contract between the Metropolitan Government of Nashville and Davidson County and Workbay LLC to provide an integrated workforce development platform for the Opportunity Now Internship Program. A resolution approving Amendment One to a contract between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and the Nashville Academy of Medicine to provide access to the Charisma Salus database system for patient tracking and prescription tracking. The resolution was approved by the Health, Hospitals, and Social Services Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Ryan Haraway against the Metropolitan Government of Nashville and Davidson County in the amount of $10,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Ivan High against the Metropolitan Government of Nashville and Davidson County in the amount of $6,500.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the property damage claim of Troy and Reba Poole against the Metropolitan Government of Nashville and Davidson County in the amount of $37,500.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution honoring 2017-2018 Tennessee Teacher of the Year, Cicely Woodard. The resolution was approved by the Rules, Confirmations, and Public Elections Committee.
A resolution recognizing the 90th anniversary of Warner Parks and the 30th anniversary of Friends of Warner Parks. The resolution was approved by the Parks, Library, and Recreation Committee.
A resolution designating Tuesday, November 7, 2017 as “Color the World Orange Day” in the city of Nashville to bring attention to Complex Regional Pain Syndrome. The resolution was approved by the Rules, Confirmations, and Public Elections Committee.
A resolution recognizing the month of November, 2017 as "Movember" in Nashville in order to raise public awareness for men’s health issues. The resolution was approved by the Rules, Confirmations, and Public Elections Committee.

A resolution accepting a grant from the National Association of County and City Health Officials (NACCHO) to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide programmatic activities to expand partnerships to reduce HIV and other STDs among adolescents. Ms. Vercher offered a substitute resolution and moved that it be accepted for filing, which motion was seconded and adopted by a voice vote of the Council.

A resolution accepting a grant from the National Association of County and City Health Officials (NACCHO) to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to support the implementation of Centers for Disease Control and Prevention evidence-based school-based approaches to fostering safe and supportive environments for youth. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees. The Ad Hoc Affordable Housing and Budget and Finance Committees recommended withdrawal. Ms. Vercher moved to withdraw, which motion was seconded and adopted by a voice vote of the Council.
A resolution approving a housing incentive grant agreement between the Metropolitan Government of Nashville and Davidson County and Miken Development, LLC for the construction of workforce housing units located at 5010 Illinois Avenue. The Ad Hoc Affordable Housing and Budget and Finance Committees recommended withdrawal. Ms. Vercher moved to withdraw, which motion was seconded and adopted by a voice vote of the Council.
A resolution approving the issuance of public facility revenue improvement bonds by the sports authority of The Metropolitan Government of Nashville and Davidson County; authorizing the pledge of certain revenues of the metropolitan government as security for the bonds; and authorizing an official statement to be distributed in connection with the sale of the bonds. The Budget and Finance, Codes, Fair, and Farmers Market and Convention, Tourism and Public Entertainment Facilities Committees recommended deferment. Mr. Sledge moved to defer the resolution, which motion was seconded and approved by a voice vote of the Council.
A resolution approving two agreements between the United States Department of Justice, Drug Enforcement Administration (“DEA”), and the Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Police Department, governing the participation of DEA Nashville District Office Task Force Participants in the United States Department of Justice Equitable Sharing Program. An ordinance to amend Chapter 13.20 of the Metropolitan Code to revise the penalties for improper right of way closures and to require the Department of Public Works to establish a way for the public to submit evidence of improper right of way closures. The Budget and Finance and Public Works Committees recommended deferral at the request of the sponsor. Mr. Elrod moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council. The deferral of this bill is subject to Rule No. 23 of the Rules of Procedure of the Council of The Metropolitan Government of Nashville and Davidson County.
An ordinance authorizing the acquisition of certain right-of-way easements, drainage easements, temporary construction easements, and property rights by negotiation, donations or condemnation for use in public projects of the Metropolitan Government, initially for purposes of Public Works Department Project Number 2017-R-010, Central Pike Improvements (Proposal No. 2017M-038ES-001) and upon acquisition, the conveyances of said easements to the State of Tennessee. An ordinance amending Chapter 2.144 of the Metropolitan Code of Laws to require the Metropolitan Social Services Commission to open a Metro-operated facility at night to people in Nashville when temperatures in Nashville reach 32 degrees Fahrenheit (32° F) or below. The Budget and Finance and Health, Hospitals, and Social Services Committees recommended deferment. Mr. Shulman moved to defer the bill, which motion was seconded and approved by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon existing sanitary sewer and water mains, sanitary sewer manholes, fire hydrants and easements and to accept new sanitary sewer and water mains, sanitary sewer manholes, fire hydrants and any associated easements for properties located at 620 S. 9th Street and 804 Sylvan Street (MWS Project Nos. 17-WL-42 and 17-SL-54 and Proposal No. 2017M-060ES-001).
