The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Imam Ossama Bahloul of the Islamic Center of Nashville.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Health and Educational Facilities Board
The President called for an election to fill one vacancy on the Heath and Educational Facilities Board for a term expiring September 30, 2022. Nominations previously made were Mr. Stephen L. Meyer and Mr. Thomas C. Weber. Ms. Jennifer Douglas withdrew her name. The Rules, Confirmations, and Public Elections Committee reported that the candidates had been interviewed and all were found qualified to serve. Community Education Commission
Reappointment of Ms. Dalila Duarte for a term expiring August 20, 2019. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Property Standards and Appeals Board
Reappointment of Mr. Bobby Emery for a term expiring August 6, 2020. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Wastewater Hearing Authority
Reappointment of Mr. David Gilles for a term expiring October 1, 2018. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Mr. Jay Tant for a term expiring October 1, 2018. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

- BILLS ON PUBLIC HEARING -
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IR to SP zoning for property located at Amy Lynn Drive (unnumbered), approximately 1,100 feet west of Jennie Brown Lane (14.3 acres), to permit all uses under IR zoning except: automotive convenience, liquor sales, pawnshop, sex club, after hours establishment, and adult entertainment; and to permit concrete batch plant; manufacturing of concrete, tile, and brick; associated outdoor storage of river transported materials and goods, all of which is described herein (Proposal No. 2016SP-015-001). An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS10 to R10 zoning for property located at 2913 Simmons Avenue, at the northwest corner of Simmons Avenue and Tanksley Avenue (0.35 acres), all of which is described herein (Proposal No. 2015Z-057PR-001). The bill was approved by the Planning Commission. Mr. Freeman requested a hearing from the public on this bill which had been previously advertised. An ordinance amending Title 17 of the Metropolitan Code, Zoning Regulations to delete “adult entertainment” as a use permitted through Overlay within MUI and MUI-A zoning districts (Proposal No. 2016Z-018TX-001). The bill was referred to the Planning Commission. Mr. O’Connell moved to defer the bill indefinitley, which motion was seconded and approved by a voice vote of the Council.

An ordinance amending Title 17 of the Metropolitan Code pertaining to financial institutions and alternative financial services. (Proposal No. 2016Z-015TX-01). Mr. Syracuse requested a hearing from the public on this bill which had been previously advertised. Mr. Syracuse offered a substitute ordinance and moved that it be accepted for filing and which motion was seconded and adopted by a voice vote of the Council.
