ORDINANCE NO. BL2016-386

An ordinance providing the honorary designation of “Rev. Curtis W. Goodwin, Sr. Way” for Horton Avenue between 12th Avenue South and 15th Avenue South.

WHEREAS, Chapter 13.08 of the Metropolitan Code permits the use of honorary street names and signs without amending the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, and without requiring residents and businesses to change their address; and

WHEREAS, Reverend Curtis W. Goodwin, Sr. was born on February 26, 1947 in Hamilton, Georgia and eventually journeyed to Nashville to enroll in the historic American Baptist Theological Seminary (now America Baptist College) where he graduated in 1979; and

WHEREAS, Reverend Goodwin was installed as Pastor of the Watson Grove Missionary Baptist Church where he served for nearly 38 years as Watson Grove’s longest-tenured pastor prior to his untimely death on August 19, 2011; and

WHEREAS, during his tenure as Pastor of the Watson Grove Missionary Baptist Church, Reverend Goodwin oversaw the significant expansion of the church campus, including plans for a 1,100 seat sanctuary, pastoral suite, conference room, and administrative office space, allowing Watson Grove to minister to over 1600 partners; and

WHEREAS, during his tenure, Reverend Goodwin also personally licensed and ordained at least 35 ministers who currently serve churches throughout the United States; and

WHEREAS, in addition to his service to Watson Grove, Reverend Goodwin also tirelessly served this community in multiple other capacities, including his roles in the following: President of the Congress of Christian Workers of the Nashville City Missionary Baptist District Association (1988-2000); Vice President of the Congress of Christian Workers of the Missionary Baptist State Convention of Tennessee (1995-2003); Moderator of the Nashville City Missionary Baptist District Association (2000-2008); President of the Congress of Christian Workers of the Missionary Baptist State Convention of Tennessee (2003-2007); National Vice President of the Alumni Association of the American Baptist College; Coordinator of the Alumni Banquet at American Baptist College; Billy Graham’s Operation Andrew Committee for Tennessee; the Metropolitan Charitable Solicitation Committee; and Host Committee, Congress of Christian Workers of the National Baptist Convention of America, Inc. (1994, 2006); and

WHEREAS, Reverend Goodwin was also known as a vocal community advocate for South Nashville, often giving voice to those who could not speak for themselves; and

WHEREAS, in recognition of the significant contributions, commitments and sacrifices Reverend Curtis W. Goodwin, Sr. made to the Nashville community, it is fitting and proper that the Metropolitan Council provide the honorary street name of “Rev. Curtis W. Goodwin, Sr. Way” for Horton Avenue between 12th Avenue South and 15th Avenue South.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That Horton Avenue between 12th Avenue South and 15th Avenue South, which is more particularly described by lines, words and figures on the sketch attached hereto as Exhibit A and made a part of this Ordinance as though copied herein, is hereby given the honorary street name “Rev. Curtis W. Goodwin, Sr. Way”.

Section 2. This honorary street designation shall not result in a change of street address for residences or businesses on Horton Avenue.

Section 3. The Metropolitan Department of Public Works is authorized to accept payment from private donors to defray the costs of the honorary street signs, and such amounts are hereby appropriated to the Department of Public Works for the purchase and installation of the signs.

Section 4. The Department of Public Works is hereby authorized and directed to install the appropriate signage designating this section of roadway as “Rev. Curtis W. Goodwin, Sr. Way” in accordance with § 13.08.025 of the Metropolitan Code.

Section 5. This Ordinance shall take effect immediately after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
